Paragraph C in ARTICLE X. PAYMENT included the provision that costs for additional services shall be negotiated and set forth in a written amendment to this AGREEMENT executed by both parties prior to proceeding with the work covered under the subject amendment. THEREFORE, the CITY and the CONSULTANT agree to insert the following paragraph after the first paragraph in ARTICLE III. SCOPE OF WORK: The CONSULTANT shall provide the services described in the CONSULTANT's Amendment#1 to Fernau Basin Stormwater Study dated January 6, 2015. The CITY and the CONSULTANT further agree to replace the first paragraph of ARTICLE VIII. TIME OF COMPLETION with the following: The work to be performed under this AGREEMENT shall be commenced and the work completed no later than December 31, 2015. The CITY and the CONSULTANT further agree to replace the first bullet in Paragraph A of ARTICLE X. PAYMENT with the following: • Time and Materials Not to Exceed $149,960 (One Hundred Forty Nine Thousand Nine Hundred Sixty Dollars). The CITY and the CONSULTANT further agree to replace the second bullet in Paragraph A of ARTICLE X. PAYMENT with the following: • Attached fee schedules may be renegotiated once annually. OF PUE3LIC V�./ORKS OSHKOSH, WISC(JNSIN This Attachment A documents additional tasks requested of Brown and Caldwell by the City of Oshkosh (City)to date for the Fernau Basin Stormwater Study(City Res. No. 14-252; BC Project# 146204). Brown and Caldwell (BC) understands from the City that the work described below wiil be amended to the current approved Scope of Services and project budget of$125,700. The four requests described below total $24,260.00. These descriptions and requests were communicated to the City in previous emails with the understanding that a formal amendment would be prepared when several tasks were accumulated. Additional Effort#1 - Moser Street Hydrology Comqarison This effort adds the comparison of the hydrologic differences (peak flow and runoff volume)for the drainage area to the proposed Moser Street outfall under existing conditions. The purpose of the analysis is to determine how significant the differences are between the hydrologic approach (TR 55) recommended in the City's Code (Chapter 14)for land development and re-development and the hydrologic method typically used in the City's' watershed studies (SWMM). The following assumptions were used in preparing the budget for this amendment: Assumptions and Tasks: 1. Eight(8)subwatersheds would be modeled. 2. Calculate Tc and CN for each subwatershed using TR 55 methodology. 3. The modeling approach shall be as specified: a. Calculating the existing runoff(peak flow and volume)from the Moser Street storm sewer using both TR-55 and SWMM hydrology methods. b. The TR-55 hydrology will be run with the 100-year, 24-hour Huff rainfail depth and a SCS Type II rainfall distribution. c. The SWMM hydrology will be run with the 100-year, 1-hour and 2-hour Huff Rainfall depth and a Huff 1st Quartile rainfall distribution. 4. Update SWMM model to suit this analysis (data entry, overland flow paths) 5. Run the model in a 1D mode, and prepare results table (table with peak flow and volume from each sub-watershed and peak flow and volume at discharge point - pipe and overland flow)for both TR55 and SWMM hydrologic approaches. 6. One conference call with City staff to discuss results and determine next steps. Additional Effort#1 Budget: $4,600.00 Additional Effort#2 - Watershed Modeling Utilizing SCS Type II Storm Events This effort adds an evaluation utilizing the SCS Type II storm events to the originally scoped modeling being conducted for the Fernau Avenue project area. The purpose of the analysis is to evaluate the effects of the modeling when the hydrologic approach (TR 55) recommended in the City's Code (Chapter 14)for land development and re-development is used. Typically this methodology has not been utilized in past watershed studies conducted by the City. The following assumptions were used in preparing the budget for this amendment: Assumptions and Tasks: 1. The hydrologic analysis for the entire Fernau project area (both within, and outside of,the TIF 27 District) will be conducted using SWMM hydrology. The storm water conveyance capacity analysis within the Fernau project area will be conducted using the 10-, 25-, and 100-year storm events with the Huff distribution at the critical duration. 3. The peak runoff control requirements of Municipal Code Chapter 14 wiil be determined using the SCS Type II 24-hour rainfall distribution as described: a. For the Fernau Avenue project area the 10-and 100-year, 24-hour SCS Type II storm events will be analyzed. The detention basins serving the TIF District wiil be conceptually sized to reduce the 100-year post-development peak flow rate to the 10-year pre-development peak flow rate. b. The 1-year and 2-year storm events are assumed to also meet the peak flow reduction requirements and wiil not be run at this time. These storm events will be run during final design of the detention basins in order to fully document ordinance compliance. c. Detention basins not serving the TIF District will be evaluated using methodologies consistent with the stormwater capacity conveyance analysis as described in #2 (above) 4. The items described above results in the addition of the 10-and 100-year, 24-hour SCS Type II storm events analysis to the original scope of work. a. Both storm events will be evaluated as part of Task 5 (Execute Existing Conditions Hydrologic and Hydraulic Modei) in the original scope of work. b. The 100-year, 24-hour SCS Type II event will be evaluated to ensure TIF district detention basins meet the municipal code. c. Both additional storm events will also be evaluated as part of Task 8 (Execute Post- Mitigation Hydrologic and Hydraulic Model with recommended alternative). 5. The additional rain events and analyses will also impact the report preparation effort. Additional Effort#2 Budget: $7,910.00 Additional Effort#3 - Addition of Snell Road Basin This effort adds an evaluation of the Sneli Road subbasin to the original scope and budget. The existing northern boundary of the Fernau Avenue Watershed is Snell Road (Between Jackson St and Moser St). The City plans to urbanize Snell Road as part of their streets CIP. The urbanization of the road will convert the existing rural cross section with a grass swale conveyance system to an urban cross section with curb &gutter along with storm sewer for the conveyance system. The future storm sewer system will likely connect to the proposed storm sewers in Main Street and Moser Street that are part of the Fernau Avenue Watershed SWMP. As part of the Fernau Avenue Watershed SWMP the City would like to evaluate this connection to the Fernau Avenue watershed and its impact on stormwater management measures. The following assumptions were used in preparing the budget for this amendment: Assumptions and Tasks: 1. Connecting the future Snell Road storm sewer to the Main St and Moser St storm sewer will modify the Fernau Avenue watershed boundary. 2. BC will delineate the Snell Road watershed and add this area into the proposed conditions models and include it as part of the alternatives analysis. The Sneli Road drainage will impact the Main St and Moser St storm sewer,the Main Street Detention Basin, and the Moser Street Detention Basin. Additional Effort#3 Budget: $3,450 Additional Effort#4 - Hoffmaster Area Refinement The original project scope and budget inciuded analyzing private stormwater management systems as identified on a map attached to the contract. The Hoffmaster property was not identified on this map, because it did not incorporate any existing stormwater management measures. With the level of flooding identified on the private property,the City has requested BC add an analysis of the Hoffmaster property, which included a more detailed delineation of the site's drainage system. The followingtasks are proposed to be conducted to meetthis request: 1 BC will receive site pian data in PDF format of the Hoffmaster property and the various building phases,since Building 1 was designed in 1969. BC will review with the City and select the necessary plan sheets with data necessary for the analysis. 2. The subasins within the Hoffmaster site (changes to 6 subasins) will be updated to reflect the information provided in the drainage plans. 3 The private storm sewers located in the parking lots north of the buildings, (10 nodes and 10 links), will be added into XP-SWMM modei. 4. BC will update the XP SWMM model and rerun the model under the following scenarios: Existing Conditions,Alternatives 1, 2, 2A, 2B, 3, and re-plot model result maps. This effort will require additional scope and budget that is outside the original project contract.
