I also reported that we currently have three vacant licenses available for issuance, and that Council should carefully consider awarding these, as other opportunities for economically significant projects may present themselves for liquor licenses. Council will also recall that there is a fourth liquor license available that has been reserved for the water side of the Marion Road project area. As a result of Council's discussion, staff was directed to schedule presentations by eligible liquor license applicants.There is also the possibility that another liquor license may become available. However, staff has to provide the necessary documentation and present information to Council for their consideration before a license may be revoked and made available for reissuance.As a result,there are only three licenses for the Council to consider at this time. Staff has invited the four following applicants to make a presentation to Council,as follows: • Gardina's Wine Bar&Cafe • Hustle Inn Pizza • Ichiban Sushi House • Paine Art Center and Gardens Staff has placed a resolution on the agenda for Council to award up to three liquor licenses at this meeting. Staff is not necessarily recommending that Council take action at this time. We do not know how successful or complete the presentations will be from any of the potential applicants. We are merely providing Council with the discretion to award liquor licenses at the January 27 meeting if they so choose. If the Council is undecided and/or requires additional information relative to these applications, Council can simply defer action on this resolution. Furthermore, Council is not obligated to award any licenses. The city attorney and other staff will be available at the meeting to provide advice and counsel to the Common Council in their deliberations. However, it is widely understood that the Council reserves the final decision in all liquor license proceedings. We have appeared before the City council two different times in the past,prior to starting Gardina's,in the hopes of securing one of the city's coveted"B" liquor licenses. Once in 2008 and again in 2009 when we were approved as a recipient of one of two licenses. Gardina's Wine Bar&Cafe and McKnight&Carlson have now been a part of the downtown Oshkosh scene for the past 5 years and we have seen marked growth in our business each year. We have also seen the re-znergization of our down- town landscape,with an aesthetically improved Main St, including new sidewalks,trees,planters,decorations,bike racks, benches,store facades,businesses,and with all of those improvements,comes visitors, and lots of them! After 5 years in business,we have decided that the time is right for us to begin a new project on Main St.,in addition to operating Gardina's and McKnight&Carlson. In Dec.2014,we signed a long term lease at 421 N Main St, the home of the former Soiree gift store., with the hopes of securing a combination class"B"license that will allow us to operate another full service bar&restaurant. Our timetable for opening is very simple...as soon as possible. We have met with our architect,electricians,etc so that construction on the inside can begin now. We intend to be open by this spring. Our concept there is similar to Gardina's. Take an old building downtown that has a lot of character and history,make a significant investment in the design and implementation of a full service kitchen,a full service bar,and a beautiful interior. We will craft a menu that is interesting and one that we think will have a broad appeal to a lot of people, and as a result,will further strengthen downtown Oshkosh's reputation as an extremely viable dining/entertainment destination in central Wisconsin. Gardina's is a destination for a lot of people,and a lot of them are not from Oshkosh. A strong solid business like a Gardina's or our new venture is invaluable not only to a city's economy but also to its reputation as a great option to spend time and money. We all benefit from having strong,solid businesses that will become benchmarks for the city. As I said earlier,our intent in signing a long term lease is to be part of the Main St scene for many years to come. That is exactly what we did at Gardina's., signed a long term]ease,with an option to buy the building. We have demonstrated a strong commitment to running very solid,very well run businesses that we believe have helped contribute significantly to the overall growth of downtown. We have been extremely successful with Gardina's and truly believe that another restaurant with a full service bar and kitchen,will be equally as well received. We are]ooking at employment of approximately 20-30 people. Gardina's employs 25 people currently. However, in order for us to fully realize our concept and give ourselves the maximum benefits of running a quality, successful restaurant,a`B"liquor license is critical to our business model. If we are not awarded a Class B license,we will unforiunately,have to seriously re think our plans for that space. That is why we are asking you to consider us as one of the recipients for one of the available Combination Class `B' liquor licenses this year. We have demonstrated the ability to run successful businesses in very tough economic times, not to mention the fact that when we started Gardina's,Main St and our primary parking lot were torn up and completely unusable.The Main St of 6 years ago was not the destination that it has become today. We think we have played a key role in the re shaping of our downtown landscape. We have also proven to be very responsible and collaborative downtown business owners. We recognize that the strength and success of a downtown comes from many collaborations of businesses,along with a healthy attitude of camaraderie and mutual support among all parties. We are big believers in our downtown and want to see it continue to flourish and shine. I have held a license here in the past for two years. I think this would be a great opportunity for my business to expand which would allow me to hire new employees. I have an established running business and am ready for this license. I have donated to the Stevens Park Association and would love to be able to be a staple in the community. I have fixed up the building with paint, installing a ramp, and e�aust hood. Our other location has been in operation for over 17 years as a full service bar and restaurant and we would love to be here for well over that. We respectfully request a class B liquor license. Ichiban Sushi House Inc is a new Japanese restaurant that has four thousand square feet. We need a class B license because many food items on our rnenu are raw fish. It is the best combination when they are served with liquor. I personally have been in the Japanese restaurant business for many years. I have another restaurant, Sakura Sushi&Steakhouse located at 330 N Koeller Street, Oshkosh WI. Most of my customers have requested me for providing liquor service with their food service. The Paine has responsibly operated with a "beer and wine only" license for more than ten years. No complaints have been made to the Paine or the Police Department about incidents or issues related to the service of alcohol on the property. In 2012 the Paine completed construction on a multi-purpose facility--the new conservatory and renovated carriage house. This 5,000 sq. ft. facility is able to host a wide variety of events, including wedding receptions and business meetings, for up to 200 guests. The Paine is requesting a "Combination Class B" liquor license to fully utilize the potential of this new facility and to attract more events to Oshkosh. The "full" liquor license would enable to the Paine to sec�re more private rental events, particularly wedding receptions, that otherwise would be held outside of the City of Oshkosh. Venues outside of Oshkosh with "full" liquor licenses that attract rental events away from the Paine are the North Shore Country Club (Appleton), Buttes des Morts Country Club (Appleton), Bridgewood Resort (Neenah), Heidel House Resort (Green Lake), and Osthoff : Resort (Elkhart Lake). The Paine estimates that a "full" liquor license would enable us to secure as many as 12 (twelve) additional wedding receptions that would have been held in competing venues outside of the city. A typical wedding reception at the Paine generates more than 70 hotel room/nights in Oshkosh, and twelve additional events would generate more than 840 hotel room/nights a year. The estimated economic impact on the City of Oshkosh from a single wedding reception is $45,000 (visitor spending on lodging, restaurants, retail, and services). Twelve additional wedding receptions at the Paine would create an estimated annual increase of$540,000 in visitor spending in Oshkosh. fi / Paine Art Center and Gardens iqio Algoma Boulevard,Oshkosh,Wisconsin Sqgoi 9zo-a35-6�03 www.thepaine.org ; The Paine is a vibrant cultural facility that offers a variety of programs and provides many services and benefits to the community. The Paine is a private non-profit organization, and it receives no funding from the City of Oshkosh or Winnebago County. The Paine is supported through a spectrum of sources, and rental and beverage income are key sources of annual operating income. A full liquor license would enable the Paine to generate more rental and beverage income to the support the care of the historic property. Other non-profit cultural venues in Oshkosh with "full" liquor licenses and similar activities as the Paine include the Grand Opera House and the EAA AirVenture Museum. Should the Paine secure a "Combination Class B" license, the property would keep the same hours of operation (rental events end by 10 pm) to ensure there is no negative impact on the neighborhood. The Paine is committed to being a vibrant community asset as well as a good neighbor. We strive to be thoughtful in the planning and implementation of our activities to best serve the people who live in and visit Oshkosh as well as our neighborhood.
