HomeMy WebLinkAbout07. 15-36 JANUARY 27, 2015 15-36 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF AMENDMENT TO ENGINEERING SERVICES AGREEMENT WITH AECOM TECHNICAL SERVICES INC FOR CONSTRUCTION RELATED SERVICES FOR THE NATIONAL GUARD ARMORY AREA STORMWATER DETENTION BASIN ($40,500) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and AECOM previously entered into a professional services agreement for construction related services for the Armory Area Detention Basin project; and WHEREAS, it was determined that additional engineering-related services were required to address several issues that arose during construction. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12- 16 of the Municipal Code to enter into an amended agreement with AECOM. BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is approved and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. Gohde, Assistant Director of Public WorksSMS DATE: January 22, 2015 RE: Amendment to Engineering Services Agreement for Construction-Related Services for Construction of Armory Area Detention Basin / AECOM Technical Services, Inc. (AECOM) ($40,500) BACKGROUND A professional services agreement for construction-related services associated with the construction of the Armory Area Detention Basin with AECOM was approved by the Common Council on February 25, 2014. During the course of the construction of the Armory Area Detention Basin project, it became apparent that additional engineering-related services were necessary in order to successfully complete the construction project. ANALYSIS Additional engineering-related services were required to address challenges that arose during construction. These services include: updating the handicap accessible ramps at the intersection of Crystal Springs Avenue and Reichow Street; street drainage improvements at Menard Drive and Koeller Street; relaying the water service lateral for McDonald's Restaurant; providing additional staff to meet contractor's construction schedule; relocation of water service main for the National Guard Maintenance Building; resolving additional concerns relating to invasive species' impact on topsoil; review of project progress plans in relation to multiple weather-related delays; additional field and laboratory testing; and additional field and office construction documentation for project close out. FISCAL IMPACT Staff has reviewed the amendment and costs. The amount of this contract amendment is $40,500. This will raise the total contract amount to $376,913 (not to exceed). These services will be funded through the Storm Water Utility. Funding is available within the 2014 Capital Improvement Program for these services. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, ��--.�6--r����G.----- Mark A.
