PURPOSE: APPROVE SPOT BLIGHT DESIGNATION AT 1402 MOUNT
VERNON STREET AS REQUESTED BY OSHKOSH/
WINNEBAGO COUNTY HOUSING AUTHORITY
INITIATED BY: COMMUNITY DEVELOPMENT & NEIGHBORWORKS OSHKOSH
REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, Oshkosh/Winnebago County Housing Authority has requested that
the Redevelopment Authority spot blight the property at 1402 Mount Vernon Street to
assist them in obtaining State and/or Federal funds to offset costs associated with
rehabilitation of the existing structure for resale as a single family home to a qualified
homebuyer; and
WHEREAS, Wisconsin Statutes provides that the Redevelopment Authority may
assist in private acquisition, improvement and development of blighted property for the
purpose of eliminating its status as blighted property with approval by the local
legislative body; and
WHEREAS, the property at 1402 Mount Vernon Street exhibits conditions cited
under Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property
to be blighted; and
WHEREAS, the Redevelopment Authority conducted a public hearing and
approved of the spot blight designation for 1402 Mount Vernon Street at its January 21,
2015 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that:

CONTD
1. Findinqs and Determinations. It has been found and determined and is
hereby declared that:
(a) conditions of blight exist at the Property; and
(b) a comprehensive plan of redevelopment is not necessary with
respect to the private redevelopment of the Property or the relation
of the redevelopment of the Property to other property redeveloped
by the City of Oshkosh and Redevelopment Authority.
2. Spot Bliqht Desi nq ation. The Common Council hereby finds that the
Property is a blighted property in need of rehabilitation and blight elimination under the
meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.

BACKGROUND
The Oshkosh Housing Authority owns the old factory property and is in the process of
redeveloping the site into multi-family housing and commercial space. The Housing
Authority's financing could include special blight elimination funding from the State.
ANALYSIS
The factory complex has been largely vacant for many years, and the site has deteriorated.
Very little maintenance has been done on the structures. The condition of the property and
structures meets the requirements for a blight designation based on poor structural,
mechanical, plumbing, fire suppression and electrical conditions that exist in and around the
buildings.
The City's finding that the property is blighted will aid the Housing Authority in obtaining
funding for the redevelopment of the property. The Housing Authority hopes to obtain
Federal and State assistance in financing the renovations. Since the property is zoned C-3
PD, the City Council will have final authority in considering the final development plans. No
plans have been submitted for City Plan Commission or City Council action at this time.
FISCAL IMPACT
The proposed project would create more taxable value on the property and may help stabilize
or increase property values in the immediate neighborhood. No City funding is requested.
RECOMMENDATION
City Council approves the Spot Blight Designation.

RE: Request for Spot Blight of Praperty Located at 1402 Mt.Vernon St and Triangie West of
Mt.Vernon St.
The Oshkosh Housing Authority owns property on Mt.Vernon and E. Nevada Streets originaily built as
the Waite Rug Company and later became home to the Lenc�x Candle Factory. The Agenc�s plan is to
redevelop the south building into mixed income one and twobedroom apartments and develop the
north building as commercial space.
The process has started with an application submitted to the State Historic Preservation Organization for
designation of these buildings as historic. The plan is to renovate using historic tax credits,4% LIHTCs
and Bond financing, Neighborhood Stabilization Program (NSP}funds and any other saurces available.
In order to obtain the NSP funds,the property has to be vacant and considered blighted by the City of
Oshkosh. The south building is completely vacant and the north building is just used for some storage.
According to the Wisconsin Department of Administration,the property will be considered adaptive use
because the buildings will be transformed into housing and commercial retail space and no longer be
industrial use. Most buildings that are deemed blighted are torn down,but in this case the Housing
Authority would like to preserve the building and will be spending more to create housing and
commercial space than it would cost to remove the building.
The Oshkosh Housing Authority respectfully requests that this property be deemed spot blighted in
order for the Agency to proceed to receive NSP Funds.
