RE: DIRECTION ON OPEN LIQUOR LICENSES
Council may recall that you had provided me direction in 2014 to hold open three available Class B
liquor licenses in order to solicit interest from prospective parties on acquiring these licenses. At the
same time, it was recognized that there may be some upcoming projects in redevelopment areas or
other high profile areas of the city that may require liquor licenses in order for these development
projects to be economically feasible. In the interim, staff had solicited interest, and received inquiries
from six separate property owners that may be interested in liquor licenses. Staff has not made any
determination if these requests are eligible for a liquor license. However, it does point out to Council
that there is some interest in these liquor licenses.
With that said, there are large tracts of land that are currently available for redevelopment, most
notably the Marion Road area, the Morgan District, the Buckstaff property, the Pioneer property, and
Aviation Plaza. Many of these areas could potentially utilize a liquor license at one time or the other.The
Council has already reserved one license for the Marion Road area. Therefore, these three remaining
licenses must be allocated with discretion so that we have licenses available should development
potential exist in any of these potential redevelopment areas. For that reason, I would suggest that
Council schedule presentations from all eligible liquor license applicants. At the same time, I would
suggest that Council reserve at least two additional liquor licenses out of the available 3 for projects
which are not ready but could potentially be available in any of the above redevelopment areas or other
areas of the city. As a result, I would suggest that Council issue no more than one of the available three
liquor licenses based on their review of these applications.
The purpose of Tuesday's meeting is to discuss the scheduling of applicant presentations. I thought it
would be helpful if we provided some insight to these applicants so that they all know how many
licenses may be available at the time of their presentation. I ask that Council give that consideration as
you discuss this item on Tuesday evening.
