PURPOSE: APPROVE LABOR AGREEMENT/ TRANSIT DIVISION, AFSCME
LOCAL 796, AFL-CIO FOR 2015 - 2017
INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT
WHEREAS the City of Oshkosh and Transit Local 796 AFSCME, AFL-CIO
previously negotiated a Working Conditions Agreement for calendar years 2012, 2013 &
2014; and
WHEREAS the parties reached a tentative agreement for certain changes to the
Agreement for years 2015, 2016, and 2017; and
WHEREAS Transit Local 796 AFSCME, AFL-CIO has ratified these changes and
it is appropriate for the Common Council to approve this agreement.
NOW THEREFORE BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached changes to the Working Conditions Agreement with Transit
Local 796 AFSCME, AFL-CIO are approved and the proper City officials are authorized
and directed to enter into an appropriate agreement for these purposes, the execution
copy being deemed approved by their respective signatures.
BE IT FURTHER RESOLVED that said City officials are further authorized and
directed to take those steps necessary to implement the terms and conditions of the
Agreement.

Re: AFSCME Local 796 Transit Contract for 2015-2017
The city has reached a tentative agreement with the AFSCME Local 796 Transit which was
approved by their membership for the contract years of 2015, 2016 & 2017. A brief
synopsis of the agreement elements include:
1) An across the board wage increases of 2% in 2015, 2016, and 2017.
2) The opportunity for employees to receive reimbursement up to a maximum of
$50 per year for footwear established as part of their city required uniform. This
creates a potential maximum total cost of$450 per year to the City after factoring
in the annual federal transit funding offset.
3) AFSCME Local 796 Transit employees moving to the insurance plan in 2015 that
all other city employees participate in, and accepting that the caps for their health
insurance premiums will increase by 12% in 2015, and additional 8% increases
in both 2016 and 2017.
Included in this packet are the conceptual tentative agreement and the fiscal impact of
any items associated with the agreement. Please let me know if you have any questions

1. Emplovee contributions with HRA:
Effective January 1, 2015, employees will contribute up to 12% up to a maximum of$113.18 per
month towards single, $212.26 per month towards dual, and $261.78 per month towards the
family premium equivalents.
Effective January 1, 2016, employees will contribute up to 12% up to a maximum of$122.24 per
month towards single, $229.24 per month towards dual, and $282.72 per month towards the
family premium equivalents.
Effective January 1, 2017, employees will contribute up to 12% up to a maximum of$132.02 per
month towards single, $247.56 per month towards dual, and $305.34 per month towards the
family premium equivalents.
2. Emplovee Contributions Without HRA:
Effective January 1, 2015, employees will contribute up to 15% up to a maximum of$141.48 per
month towards single, $265.32 per month towards dual, and $327.22 per month towards the
family premium equivalents.

Effective January 1, 2016,employees will contribute up to 15% up to a maximum, of$152.80 per
month towards single, $286.54 per month towards dual, and $353.40 per month towards the
family premium equivalents.
Effective January, 2017, employees will contribute up to 15% up to a maximum of$165.02 per
month towards single, $309.46 per month towards dual, and $381.68 per month towards the
family premium equivalents.
Note: Health insurance premium contributions are actually made one month prior to the effective
dates shown.
