HomeMy WebLinkAbout22. 15-19 JANUARY 13, 2015 15-19 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) TH PURPOSE: AWARD BID FOR CITY HALL 4 FLOOR HVAC IMPROVEMENTS FOR GENERAL SERVICES TO HURCKMAN MECHANICAL ($43,145.00) INITIATED BY: PURCHASING th WHEREAS, the City of Oshkosh has heretofore advertised for bids for City Hall 4 floor HVAC improvements; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: HURCKMAN MECHANICAL PO Box 10977 Green Bay, WI 54307-0977 Total Bid: $43,145.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 323-0130-7214-06435 Property Fund – HVAC/Roofing Improvements CITY HALL 215 Church Avenue P.O.Box 1130 Oshkos 5 903-1130 City of Oshkosh � � OlHKQlH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: January 5, 2015 RE: Bid Award-City Hall4th Floor HVAC Improvements BACKGROUND For the last several years Facilities Maintenance has been contending with various ongoing repairs and/or failures of deficient 4`h Floor HVAC components that cause an inconsistent distribution of desired heating/cooling. In addition, because of the year-round cooling demand for the IT Server Room the cooling unit above that area continues to shutdown when outdoor temperatures go below 0 degrees Fahrenheit. Because of the age of these various HVAC components repairs are no longer cost-effective. As such our HVAC engineer from Summit Designs has recommended several HVAC improvements including the installation of a new HVAC mixing box to improve air distribution, a new cooling unit for the IT Server Room that is designed for server room applications and interconnecting the new components to our present DDC (Direct Digital Control)software to improve space monitoring and failure notification. This project was budgeted within the $250,000 allocated in the 2014 HVAC/Roofing Replacement Program. ANALYSIS Working in with Summit Designs and Facilities Maintenance staff, Purchasing prepared bid specifications seeking vendors for this project. Bids were posted online on NovusVendor. Five bidders attended the mandatory pre-bid walkthrough on December 2, 2014. Bids were received on December 12, 2014. The bid tab is attached. Staff and Summit Designs have confirmed the low bid from Hurckman Mechanical met all the minimum bid specifications. FISCAL IMPACT The total fiscal impact of the bid for this project is $43,145. The 2014 Property Improvements CIP budgeted $250,000 for HVAC/Roof Replacement Projects. With the inclusion of this project and factoring in current/pending 2014 HVAC/Roofing projects there are sufficient funds for this project. This project will be charged to A/N# 323-0130-7214-06435. RECOMMENDATION Purchasing recommends the Common Council award this bid to Hurckman Mechanical for $43,145.
