PURPOSE: APPROVE AGREEMENTS FOR TRANSPORTATION SERVICES
WITH WINNEBAGO COUNTY
INITIATED BY: TRANSPORTATION DEPARTMENT
WHEREAS, the City of Oshkosh Transportation Department has recommended
approval of the above agreements for transportation services with Winnebago County:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the agreements between the City of Oshkosh and Winnebago County for
transportation services are hereby approved and the proper City officials are hereby
authorized to execute and deliver the agreements in substantially the same form as
attached hereto, any changes in the execution copy being deemed approved by their
respective signatures, and said City officials are authorized and directed to take those
steps necessary to implement the terms and conditions of the Agreements.
Money for this purpose is hereby appropriated from:

MEMORANDUM

RE: Approve Agreement with Winnebago County for Transportation Services
Back round
Over the last several years, GO Transit has entered into agreements with Winnebago County to
provide various transportation services on the County's behalf.These services include:Dial-A-Ride,
Cabulance, Rural Service and the Oshkosh to Neenah Route. These services enhance mobility
options in the City and the County, with most of these programs oriented toward the elderly and
disabled citizens of Oshkosh and Winnebago County. This resolution would approve a similar
agreement for calendar year 2015.
Analvsis
The proposed agreement with the County contains no changes in services compared to those
provided in previous years. The funding level has been adjusted upward slightly, to reflect the
increasing demand and costs for these programs.
Fiscal Impact
The agreement with the County will allow the transit system to provide more cost-effective
transportation options to City residents as well as others living elsewhere in the County. The
agreement is beneficial to the County in that it allows the grant funding it receives to be matched
with Federal and state funding, to provide improved mobility options.
Recommendation
The Transportation Department recommends the Common Council approve this agreement with
Winnebago County for Transportation Services as presented. Please contact me if you have any
