HomeMy WebLinkAbout14. 15-11 JANUARY 13, 2015 15-11 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT WITH BROWN & CALDWELL FOR DESIGN AND BID SUPPORT SERVICES FOR THE FERNAU AVENUE WATERSHED / NORTH MAIN STREET AREA STORM WATER DETENTION BASIN ($79,400) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with Brown & Caldwell for design and bid support services for the Fernau Avenue Watershed/North Main Street Area Storm Water Detention Basin in the amount of seventy-nine thousand four hundred dollars ($79,400.00) Acct. Gohde, Assistant Director of Public Works 5�''�9 DATE: January 8, 2015 RE: Engineering Services Agreement for Design and Bid Support Services for the Fernau Avenue Area Watershed/North Main Street Area Detention Basin Brown and Caldweil ($79,400) BACKGROUND The Fernau Avenue Watershed is roughly bounded by Snell Road on the north, Vinland Street on the west, the Canadian National Railroad spur line on the south, and Lake Winnebago on the east. The Fernau Avenue Watershed discharges to Lake Winnebago via an open channel to the northeast of the intersection of CTH A and Macarthur Road. The watershed has experienced moderate to severe flooding in several rain events over the past decade. This flooding has been highlighted by flooding on North Main Street in front of Hoffmaster, and also in front of Wisconsin Public Service. ANALYSIS Department of Public Works staff requested a proposal from Brown and Caldwell to provide design and bid support services for the Fernau Avenue Watershed / North Main Street Area Detention Basin. Brown and Caldwell was chosen due to their staff familiarity with the City of Oshkosh, the Fernau Avenue Watershed, and previous work within this watershed. The design of this detention basin is a key component of the implementation of storm water management facilities for the Fernau Avenue Watershed, and Tax Incremental Financing District 27. FISCAL IMPACT The cost of this proposal is $79,400. Funds for this project are included in the Storm Sewer section of the 2015 Capital Improvement Program (CIP). RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professionaf services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposai and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, i��---- � ��-'�G�-. Mark A.
