PURPOSE: APPROVE PROFESSIONAL SERVICE AGREEMENT WITH
AECOM FOR PARKING LOT DEVELOPMENT AT RIVERSIDE
PARK PHASE II AND PARKING LOT CONNECTION FOR
BOATWORKS PROPERTY ($141,830.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized to enter into and take those steps necessary
to implement an appropriate professional services agreement with AECOM Technical
Services for parking lot developments at Riverside Park Phase II and parking lot
connection for Boatworks Property in the amount of $141,830.

SUBJECT: Approve Professional Service Agreement with AECOM for Parking Lot
Developments at Riverside Park Phase II and Parking lot connection for
Boatworks property ($141,830)
BACKGROUND
The City is proposing to combine finro parking lot projects into one project to save money in
engineering and construction by combining the final design, permitting, bidding and construction
inspection.
The City received additional grant funding for the development of the parking lot and trail
improvements along the Boafinrorks riverwalk in 2014.
The Riverside Park parking lot Phase II project was not programmed for construction in 2015.
However, there is an opportunity to save time and money by combining the Boatworks parking
lot improvement with the Riverside Park parking lot. The reconstruction of the Riverside Park
parking lot would also satisfy a short-term parking need due to increased employment at City
Center.
ANALYSIS
The Boatworks parking lot construction work will include the parking lot site preparation,
environmental remediation as necessary, construction of new parking lots, stormwater
management facilities, landscaping, lighting, and a trail connection to 4th Ave beside BoatworRs.
The scope of engineering services related to the Riverside Park Phase II and Boatworks
construction work include final design and permitting, environmental compliance, assistance in
documenting the work for grant administration and close out, record drawings and survey for the
new facilities.
Individual tasks within the proposal include all construction documents, permit amendments as
required, bidding administration, contract preparation, construction surveying, and construction
inspection for 15 weeks.
AECOM has been working with the City through the preliminary design phase for both parking lot
projects and is familiar with the construction work to be done based on earlier work completed at
Riverside Park and the Boatworks and with the permit requirements for each site.
FISCAL IMPACT
The funds for the professional services are from 2 sources:
1. Boatworks - TID#20 South Shore Redevelopment Land improvements
A/N 534-1040-7216-00000
2. Riverside Park Phase II —2015 Capital Improvement Program / Property Fund—
Parking Utility Land Improvements
A/N 323-1717-7216-06501 will be used to fund the design phase. For the
construction phase of the work, TIF#15 and/or#17 funds or some other funds
will be used to fund the project during the construction phase. The City will repay
any TID funds in 2016 and 217 for the short-term use of the funding. All
borrowed TID funds will be reimbursed by the end of 2017, or sooner, if required
by any applicable borrowing regulations.
Each task for each parking lot will be tracked separately so that all project costs are documented
and allocated to each parking lot.
RECOMMENDATION
The City Council approves the proposed Professional Engineering Services contract.
