WHEREAS, pursuant to Section 62.23(5) of the Wisconsin Statutes, the Plan
Commission reviewed and recommends approval of the location and design of a utility
structure/sanitary pump station at 1975 Snell Road.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the architectural design of the Snell West sanitary pump station at 1975
Snell Road, per the attached, is hereby approved and that the proper City officials are
authorized to undertake all necessary tasks with a purpose of constructing a sanitary
pump station at 1975 Snell Road with the understanding that such further specific
reviews and approvals will be appropriately sought as necessary under Wisconsin
Statutes, the City of Oshkosh Municipal Code and policies.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh
that a conditional use permit for the planned development of a sanitary pump station at
1975 Snell Road is hereby approved with the following conditions:
1.) Significant increase in additional trees and other vegetation is added or relocated
to provide screening along the west and north lot lines to improve the aesthetic
appearance, as approved by the Department of Community Development.
2.) Ground mechanical equipment shall be screened by landscaping or solid fencing

The applicant is requesting two actions within this petition:
A. Conditional Use Permit/Planned Development Approval for removal of an existing public
utility structure and construction of a new public utility structure on a parcel located at
1975 West Snell Road; and
B. Architectural Review of the proposed building.
Applicable Ordinance Provisions:
Public Utilities are permitted only through the approval of a conditional use permit within the G2
General Commercial Zoning District. The Zoning Ordinance establishes criteria and guidelines for
establishment and/or amendment of a Conditional Use Permit in Section 30-11 (D). The site is
also located within a Planned Development Overlay District, which standards are located in
Section 30-33(E)(3) of the Zoning Ordinance.
State Statute 62.23(5) requires Plan Commission review of the "location and architectural design
of any public building."
Property Location and Background Information:
The subject 0.55 acre property is located on West Snell Road between Stearns Drive and Omni
Drive. The area where the structure is being proposed currently houses the below-grade Fountain
Avenue pump station.
The Department of Public Works, along with AECOM, is seeking approval for construction of a
new sanitary lift station to replace the existing Fountain Avenue Pump Station. The proposed lift
station would be constructed to enable effective management of future sanitary needs for this area.

ANALYSIS
The City plans to increase the existing Fountain Avenue pump station service area by extending an
interceptor sewer east,past US Highway 41. This sewer extension will enable the existing Snell
Road pump station(located at 1728 Snell Road) to be taken out of service, and will also divert
flows from the existing Prison pump station (located east of the existing Snell Road pump station)
to the west.
Based on the Snell West Pump Station Design Capacity Technical Memorandum dated November
26, 2013, the existing Fountain Avenue pump station does not have the capacity to pump the
anticipated design peak flows. The new station will have the capacity for future demand.
The proposed pump house building will be located in the middle of the site and is designed to have
a floor area of 2,510 sq ft. Pavement, approximately 4,975 sq ft will generally be located in the
existing pavement location as well as on the south side of the building. In addition a concrete pad
will be located on the east side of the building to serve as an equipment pad. Concrete stoops,
patios, and pads will cover approximately 590 sq ft of the site, which gives a total of 8,075 sq ft of
impervious surface for the site.
Traffic generation and pedestrian and vehicular circulation and safety should not change from
current conditions. The drive access/area to the side (east) and rear(south) of the building will
also serve as the parking area. The drive area also includes a turnaround to the southeast of the
building. The building will have exterior lighting for building access only.
Landscaping planters will be located adjacent to the building and will consist of Iroquois Beauty
Black Choke Berry and Butterfly Bush Honeysuckle bushes. In addition, three Autumn Brilliance
Serviceberry Single Stem trees are proposed to be planted in front of the building and to the east of
the drive entrance to soften the view from Snell Road. Staff recommends additional screening
along the west lot line to soften the view from the residence to the west of the parcel.
The proposed building will be 15'4" tall with a split faced CMU exterior, accented by horizontal
bands of smooth faced CMU of a different color. The fa�ade will also be broken up with pre-
finished mechanical wall louvers and translucent insulated panel windows. The mechanical
equipment will be located on the roof as well as on the ground on the east side of the building.
Though the rooftop units will not be screened, the applicant has demonstrated that the equipment
will not be visible from eye level at the property line and street right-of-way. The ground units

will be visible from the north and east side of the building. Staff recommends that the equipment
pad and associated mechanical equipment be screened by landscaping or fencing.
RECOMMENDATION/CONDITIONS
A. Planning staff recommends approval of the Conditional Use Permit/Planned Development
for a public utility structure as requested with the following conditions:
1. Additional trees or other vegetation is added ar relocated to provide screening along
the west lot line.
2. Ground mechanical equipment shall be screened by landscaping or fencing.
B. Planning staff recommends architectural approval of the proposed building.
The Plan Commission approved of the conditional use permit/planned development and
architectural approval as requested with revised conditions. The following is the Plan
Commission's discussion on this item.
Mr. Slusarek presented the item and reviewed the site and surrounding area as well as the zoning
classifications and land use in the area. He discussed the history of the existing pump station and
reviewed the site plan, landscaping plan, and elevations for the proposed structure. He also
discussed the mechanical equipment to be placed on the rooftop and ground and reviewed the
conditions recommended.
Mr. Cummings questioned if the structure would look like the existing pump station located across
from Webster Stanley School.
Mr. Slusarek responded affirmatively.
Mr. Cummings commented that the architectural features could be improved upon as he felt the
structure across from the school was not up to the standards of the community.
Mr. Thoms questioned the meaning of"peak flows"that was referenced in the staff report.
Steve Gohde, Assistant Director of Public Works, explained the sanitary sewer system and how it
functions and that the pump station is in need of replacement for the development in the Eichstadt
Road area, which is over capacity.
Mr. Thoms then questioned what equipment would be placed on the pads and why it could not be
located within the structure.
Mr. Gohde responded that the equipment to be placed outside on the pads was due to the fact that
it cannot be placed inside of the structure.
Mr. Gray questioned what the reason was for the increased capacity.
Mr. Gohde explained how the city was re-routing flows in the existing system which was
necessary due to current and additional future developments anticipated in this area.

Mr. Thoms inquired if staff felt that the architectural design was satisfactory.
Mr. Buck responded that staff had requested some changes to the structure from what was
originally proposed and that landscaping features were placed in front of it and horizontal banding
was added to the fa�ade. He also commented that it was a utility structure and as an accessory
structure, costly architectural features were not considered to be required.
Mr. Thoms commented that he felt this building should not be any different than other proposals
and should be held to the same standards as any other development.
Mr. Buck indicated that the building's materials were of decent quality and possessed color
variations and was not located in an industrial area.
Ms. Propp stated that it looks identical to the Menominee Park structure and, although she realized
the need for the pump station, it did not blend well in the area. She felt this pump station needed
to have more landscaping surrounding it as the structure in the park is an embarrassment. She
questioned what could be done to increase the landscaping conditions on this request.
Mr. Thoms commented that he felt the building needed a more contrasting colar scheme.
Mr. Buck responded that the Commission could add conditions to the request to address these
concerns.
Mr. Hinz stated that he agrees with the other Commission members as to the aesthetics as the
structure in the park looks like a big brick and a differentiation in colors and additional
landscaping could improve its appearance.
Mr. Gohde explained that the color is the same as the Melvin Street pump station as the city has to
maintain a paint stock to periodically re-paint these structures due to graffiti and it is less costly
when they do not have to maintain several different colors far different buildings. He further
stated that the landscaping could be increased on this site and that the landscaping installed at the
Melvin Street station has not grown as planned and could be enhanced.
Mr. Gray commented that he felt that the building being multi-colored was more important for
aesthetics than additional landscaping as it was more costly to maintain the landscaping features.
Motion by Propp to approve the conditional use permit/planned development and
architectural review for a public utility structure (Snell West Sanitary Pump Station)
located at 1975 West Snell Road with the following conditions including revising condition
#1 to include a major increase of additional trees and vegetation to improve its
appearance:
1. Significant increase in additional trees and other vegetation is added or relocated
to provide screening along the west and north lot lines to improve the aesthetic
appearance, as approved by the Department of Community Development.
2. Ground mechanical equipment shall be screened by landscaping or solid fencing.

Mr. Thoms questioned if the brick architecture was acceptable with the additional landscaping
requirements.
Ms. Lohry stated that she felt that the explanation of why the colors are similar was satisfactory.

Briefly egplain how the proposed conditional use/development plan will not have a negative effect on the issues below.
1. Health,safety,and general welfaze of occupants of surrounding lands.
The site is currently used as a sanitary lift station.The proposed building is for a system upgrade. Current operations
are not anticipated to change following construction.
2. Pedestrian and vehicular circulation and safety.
It is anticipated that pedestrian and vehicular circulation and safety will not change from current conditions. It is anticipated
that one employee will visit the site on a daily basis. Traffic generation should be similar to existing conditions.
3. Noise,air,water,or other forms of environmental pollution.
Site operations are anticipated to operate at less than 85 decibels at all times. No other forms of environmental pollution
are anticipated.
4. The demand for and availability of public services and facilities.
The existing Fountain Avenue pump station does not have the capacity to pump the anticipated design peak flows.The
new lift station will have the capacity for future demand.
5. Character and future development of the area.
The site is located just north of the intersection of US Highway 41 and US Highway 45. The area immediately adjacent to
the property is currently developed. Some vacant land surrounds the surrounding area.The new development is anticipated
to meet the demands of future design peak flows.

Dear Mr.Gulbronson,
The following is a narrative of the above-mentioned proposed project as requested on the Ciry of
Oshkosh General Application Form.
Project Description
The City of Oshkosh plans to replace the existing Fountain Avenue wastewater pump station with a
new station,to be known as the"Snell West Sanitary Pump Station". The existing Foundation
Avenue pump station is located on 1975 West Snell Road, near the US Highway 41 corridor. The
City plans to increase the existing Fountain Avenue pump station service area by e�ctending an
interceptor sewer east, past US Highway 41. This sewer extension will enable the existing Snell
Road pump station(located at 1728 Snell Road)to be taken out of service,and will also divert flows
from the Existing Prison pump station(located east of the existing Snell Road pump station)to the
west. This proposed lift station is being constructed to enable effective management of sanitary
needs for this area in the future.
Existing Conditions
The site currently houses the Fountain Avenue pump station. A majority of the site is grassed,
vacant land. A paved driveway, approximately 4,025 square feet(0.09 acres)is located along the
eastern side of the site around the existing pump station. The existing Fountain Avenue pump
station has three pumps, each nameplate rated for 460 gpm with 10 HP motors. No other structures
are currently onsite. The existing Fountain Avenue pump station and drive way will be removed
from service following construction of the Snell West Sanitary Pump Station.
The property is generally surrounded by commercial properties. To the north is a landscaping
company,to the east is vacant land,to the south is a commercial warehouse,and to the west is a
residential property and a bar.
Proposed Conditions
Based on the Snell West Pump Station Design Capacity Technical Memorandum dated November
26,2013,the required design firm pumping capacity for the new station is 1,800 gallons per minute
(gpm)(3.96 cubic feet per second(cfs))for the Year 2030. The ultimate firm pumping capacity for

the station in the Year 2050 is 2,500 pgm(5.6 cfs). The existing Fountain Avenue pump station
does not have the capacity to pump the anticipated design peak flows.
The new pump station configuration includes the following:
• Wet pit submersible pumps with adjustable-speed drives and flow metering
• Below-grade wet well structure using poured in place concrete construction.There wili be
no building above the wet weil.
• Wet well will accommodate future expansion of pump station capacity.
• The above-grade electrical/generator building will be concrete masonry construction
• Natural gas fueled standby generator
• Local control panel,with redundant PLC controllers
• Radio telemetry SCADA with remote monitoring and control.
The new pump house building will be located in the middle of the site and is designed to have a
floor area of 2,510 square feet(0.06 acres). Pavement,approximately 4,975 square feet(0.11
acres),will generally be located in the existing pavement location as well as on the south side of the
building.Concrete stoops and/or patio will be located at building entrances. In addition a concrete
pad will be located on the east side of the building to serve as an equipment pad. Concrete stoops,
patios,and pads will cover approximately 590 square feet(0.01 acres)of the site,which gives a
total of 8,075 square feet of impervious surface for the site. Landscaping planters, approximately
702 square feet(0.02 acres),will be located adjacent to the building and will consist of Iroquois
Beaury Black Choke Berry and Butterfly Bush Honeysuckle bushes. In addition, three Autumn
Brilliance Serviceberry Single Stem trees are proposed to be planted in front of the building and to
the east of the drive entrance.
It is anticipated that one employee will visit the site on a daily basis and will temporarily park
adjacent to the building.A specific parking stall has not been assigned within the pavement area as
this is not considered a parking lot. It is anticipated that traffic generation for the pump �tation will be
similar to existing conditions. In addition,the proposed pump station operations will be compatible
with adjacent properties as this is the current use of the property.Anticipated noise levels will be
less than 85 decibels at all times.The pump station will run 24 hours a day, 7 days a week.The
building will have exterior lighting for building access only. Glare, odor, fumes, and vibration are not
anticipated.There will be a backup generator that will periodically run.We anticipate the noise will
be less than 85 decibels at the property.

Construction of a Utility Structure/Sanitary Pump at 1975 West Snell Road (Plan

BACKGROUND
The subject 0.55 acre property is located on West Snell Road between Stearns Drive and Omni Drive.
The area where the structure is being proposed currently houses the below-grade Fountain Avenue
pump station. The Department of Public Works, along with AECOM, is seeking approval for
construction of a new sanitary lift station to replace the existing Fountain Avenue Pump Station. The
proposed lift station would be constructed to enable effective management of future sanitary needs for
this area.
ANALYSIS
The City plans to increase the existing Fountain Avenue pump station service area by extending an
interceptor sewer and the existing pump station does not have the capacity to handle the anticipated
design peak flows. The proposed pump house structure will be located in the middle of the site
utilizing the existing pavement area with the addition of concrete stoops, patios, and pads. Traffic
generation, pedestrian and vehicular circulation, and safety should remain unchanged. Landscaping
planters containing bushes and trees are proposed in front of the structure and to the east of the drive
entrance and staff is recommending additional plantings along the west lot line to provide screening
from the residence to the west. Mechanical equipment will be located on the roof as well as on the
ground on the east side of the building and staff is recommending the pad and associated equipment
on the ground be screened by landscaping features or fencing. The Plan Commission was concerned
that not enough landscaping is proposed and thus is recommending a condition to increase the
amount of landscaping to increase aesthetic appeal of the property.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of this request at its December 16, 2014 meeting.
