HomeMy WebLinkAbout22. 14-546 DECEMBER 9, 2014 14-546 RESOLUTION (CARRIED__7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE OSHKOSH POLICE SUPERVISORS ASSOCIATION CONTRACT FOR 2015 - 2017 INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT WHEREAS the City of Oshkosh and Oshkosh Police Supervisors Association previously negotiated a Working Conditions Agreement for calendar years 2012, 2013 & 2014; and WHEREAS the parties reached a tentative agreement for certain changes to the labor contract for years 2015, 2016, and 2017; and WHEREAS Oshkosh Police Supervisors Association have ratified these changes and it is appropriate for the Common Council to approve this agreement. NOW THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached changes to the current labor contract with Oshkosh Police Supervisors Association is approved and the proper City officials are authorized and directed to enter into an appropriate agreement for these purposes and the execution copy being deemed approved by their respective signatures and said City officials are further authorized and directed to take those steps necessary to implement the terms and conditions of the labor contract CITY HALL 215 Church Avenue P.O.Box 1130 Oshkos 5 903-�1130 City of Oshkosh � � O.IHKOIH MEMORANDUM Date: December 5, 2014 To: Mayor and Members of the Common Council From: John Fitzpatrick, Assistant City Manager / Director of Administrative Services Re: Oshkosh Police Supervisors Association Contract for 2015-2017 As we have discussed, the city reached a tentative agreement with the Oshkosh Police Supervisors Association which was approved by their membership for the contract years of 2015, 2016 & 2017. A brief synopsis of the agreement elements include: 1) An across the board wage increase of 2.5% in 2015, as well as a 2.75% across the board wage increase in 2016 and in 2017. 2) The opportunity for employees to receive payment for accumulated compensation time on a monthly basis rather than on a quarterly basis. 3) The caps for health insurance premiums will increase by 12% in 2015, and additional 8% increases in both 2016 and 2017. Included in this packet are the conceptual tentative agreement and the fiscal impact of any items associated with the agreement. Wages: Effective at the beginning of each year's payperiod that includes the date January 1. a. 2015—2.5°/o b. 2016—2.75% c. 2017—2.75% 2. Schedule A: Add Promotion: Employees who are promoted from one classification to another having a higher pay range will be granted a salary increase of 5%or the pay step of the new range that provides an increase of at least 5% or the minimum of the higher range, whichever is greater. 3. Compensatory Time: Modify: ARTICLE III: COMPENSATORY TIME Lieutenants and Sergeants who work in excess of the normally scheduled work day or work week shall be compensated at the rate of time and one-half in either compensatory time or cash as the officer may choose. All compensatory time will be recorded and may be used during the month in which it accrues subject to the approval of the department head. Employees may maintain a compensatory time balance of no more than 160 hours. Unused balances of compensatory time or time accumulated in excess of 160 hours shall be paid on the first pay period following the month in which it was accrued at the effective rate of pay when such time was earned. Officers shall not be allowed to carry over more than 80 hours from year to year. The formula for computing the hourly rate shall be: Bi-weekly rate divided by 77.2 hours. 4. Medical Benefits: Modify: ARTICLE VII: A. Medical Benefits Plan. The Employer shall provide health coverage. 1 Health Risk Assessment (HRA): Employee participation in the City's Health Risk Assessment (HRA) program is voluntary. To receive the preferred premium contribution rate, the employee must participate in the HRA. Participation by the employee's spouse in the HRA is encouraged but not required. Participation in the follow-up coaching program is recommended and is offered on a voluntary basis. The City reserves the right to offer an HRA and select the HRA administrator in its sole discretion. The City shall pay for the costs to provide the HRA. In the event the City elects to discontinue the HRA program, employees shall contribute the preferred employee health insurance rates. Health Insurance Employee Contributions A. Emplovee Contributions With Health Risk Assessment(HRA). Effective January l, 2015, employees will contribute up to 12%up to a maximum of$113.18 per month towards single, $212.26 per month towards dual, and $261.78 per month towards the family premium equivalents. Effective January l, 2016, employees will contribute up to 12% up to a maximum of$122.24 per month towards single, $229.24 per month towards dual, and $282.72 per month towards the family premium equivalents. Effective January 1, 2017, employees will contribute up to 12%up to a maximum of$132.02 per month towards single, $247.56 per month towards dual, and $305.34 per month towards the family premium equivalents. B . Emplovee Contributions Without Health Risk Assessment (HRA): Effective January 1, 2015, employees will contribute up to 15%up to a maximum of$141.48 per month towards single, $265.32 per month towards dual, and $327.22 per month towards the family premium equivalents. Effective January 1, 2016, employees will contribute up to 15% up to a maximum, of$152.80 per month towards single, $286.54 per month towards dual, and $353.40 per month towards the family premium equivalents. Effective January, 2017, employees will contribute up to 15% up to a maximum of$165.02 per month towards single, $309.46 per month towards dual, and $381.68 per month towards the family premium equivalents. Note: Health insurance premium contributions are actually made one month prior to the effective dates shown. 5.
