PURPOSE: APPROVE PROFESSIONAL SERVICE AGREEMENT WITH
TYLER TECHNOLOGIES FOR STATUTORY ASSESSOR &
COMMERCIAL APPRAISAL SERVICES (79,900)
INITIATED BY: COMMUNITY DEVELOPMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized to enter into and take those steps necessary
to implement an appropriate professional services agreement with Tyler Technologies
to provide assessor and commercial assessment services for 2015 in the amount of
$79,900.00.

SUBJECT: Assessor & Commercial Assessment Services for 2015
Background
The Community Development Department requested a professional services proposal
from Tyler Technology to provide assessor and commercial assessment services for
2015. Tyler Technology was the City's commercial property contractor for 2013 and
2014. Based on the successful completion of the commercial assessments, they were
invited to submit a proposal for services in 2015 for assessor services and commercial
assessments. Luke Alger is the Deputy Assessor and is providing oversight of the
Assessor's office.
Analysis
City staff will remain in place to appraise residential property, gather personal property
data, and help customers and property owners with their assessment questions.
At the City's request, the Tyler Technology proposal included service as the City's
statutory assessor, assess all commercial properties, and to increase the number of
office days throughout the year in order to provide a minimum level of customer service
to the public. City staff will continue to answer basic assessment questions and
schedule appointments.
Tyler Technology will also continue to update more commercial property records, 350
records per year. The update will include a field visit to measure and verify dimensions,
inspect interiors, and update the listing as needed. Tyler and City staff will also be
examining the assessment classes in the City to determine whether a revaluation is
necessary in 2016-2017. Tyler's services will also include their work on all cases at
Open Book and Board of Review in 2015.
Fiscal Impact
The contracted assessor and commercial assessment services will cost $79,900 and is
budgeted in the City's 2015 Budget. The contract also includes a City option to extend
the contract for up to two additional years in 2016 and 2017. The estimated costs
are $81,400 in 2016 and $82,900 in 2017. No action forthe option years is needed at
this point.
Recommendation
The City Council approves the contract with Tyler Technology for statutory assessor
and commercial assessment services for 2015 for $79,900.
