FOR GROUNDS & LANDSCAPE SERVICES FOR REDEVELOPMENT AUTHORITY (RDA) & GO TRANSIT (various amounts) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Grounds and Landscape Services for the City of Oshkosh RDA and Go Transit; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: GROUND EFFECTS OF WISCONSIN, INC. PO Box 3937 Oshkosh, WI 54903-3937 Weed Cutting and Lawn Care RDA Weed cutting per event $320.00 Average per sq. ft. (for properties acquired or sold, the difference 0.0004 is added or subtracted to the above number) Flat fee rate per hour 35.00 (for additional work) Snow and Ice Removal RDA Shovel sidewalks per event $585.00 Average per lineal foot rate (for properties acquired or sold, the 0.11 difference is added or subtracted to the above number) Flat fee rate per hour (Snow removal/Loading)35.00 Disposal 35.00 Snow and Ice Removal GO Transit (as required) Clear snow from all shelters $480.00 Flat fee per shelter 30.00 Clear snow from all benches 240.00 Flat fee per bench 30.00 NOVEMBER 25, 2014 14-511 RESOLUTION CONT'D NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 303-0740-6401-00000 Community Development Block Grant— Contractual Services 534-1040-6401-00000 TIF #20/South Shore Redevelopment — Contractual Services 536-1040-6401-00000 TIF #21/Fox River Corridor— Contractual Services 511-1728-6401-00000 Transit Utility— Contractual Services CITY HALL 215 Church Avenue P.O.Box 1130 Oshkos 5 903-1130 City of Oshkosh � � O.IHKQlH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: November 18, 2014 RE: Grounds and Landscape Services Contract for Redevelopment Authority (RDA) and GO Transit owned properties BACKGROUND The City of Oshkosh uses qualified contractors to perform grounds and landscape services (e.g.- weed cutting, grass mowing, snow and ice removal) for Redevelopment Authority (RDA) properties. In addition, GO Transit also uses this contract for snow and ice removal at GO Transit bus shelters if their staff is unable to perform the work. The annual costs for these services vary per yeaz depending upon the number of RDA properties and weather conditions. On average the RDA/City spends approximately $50,000 annually on these services. This contract will be for a three-year term to November, 2017 with the option for two, one year renewals upon mutual agreement. ANALYSIS Working with Community Development and Transit staff, Purchasing prepared specifications seeking vendors for these services. Requests for Quotations were posted online on NovusVendor. Quotes were received on November 10, 2014. The quote tab is attached. Staff has confirmed the low quote from the prior contractor (Ground Effects of WI, Inc.) met all the minimum specifications. FISCAL IMPACT Annual charges for these services to the RDA and GO Transit budget will vary. Charges will be locked to the prices on the attached quote tab for the three year contract term. Expenditures for these services will be taken from the following: Community Development Block Grant (CDBG) Funds (A/N#: 303-0740-6401-XXXXX), TIF 20 South Shore Redevelopment Area Funds (A/N#: 534-1040-6401-00000), TIF 21 Fox River Corridor Marion/Pearl Redevelopment Area (A/N#: 536-1040-6401-00000) and GO Transit Operating Budget (A/N#: 511-1728-6401-00000). ��J RECOMMENDATION Purchasing recommends the Common Council award this contract to Ground Effects of WI, Inc. for the prices noted on the attached quote tab.
