HomeMy WebLinkAbout09. 14-510 NOVEMBER 25, 2014 14-510 RESOLUTION (CARRIED___7-0____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDVELOPMENT AUTHORITY TO ACQUIRE 1212 OSHKOSH AVENUE INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, OLH LLC, has offered the property at 1212 Oshkosh Avenue to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1212 Oshkosh Avenue is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1212 Oshkosh Avenue is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property and execute any and all documents necessary to consummate this transaction. 0 1HK fH on n�E wn�+ TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: November 18, 2014 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority To Acquire 1212 Oshkosh Aenue BACKGROUND/ANALYSIS The RDA questioned the long-term plan and need for the acquisition of the property in preceding RDA meetings. City Planning Division staff supplied the background and analysis of alternatives and priorities for the extension of Sawyer Street to the north. The attached map identifies the likely layout and design of the extension and the need for any property acquisition. The proposed acquisition is in the middle of the proposed intersection/ extension of Sawyer Street. The property owner is a willing seller and there is no relocation needed since the building is vacant. The property is assessed for $59,400. The City would use funds set aside for blight elimination and the building would be demolished. Future development of the intersection would be based on future land acquisitions and funding for the street/highway improvements. FISCAL IMPACT The acquisition price of$40,000 plus associated closing costs would come from the 2014 Capital Improvement Program funds allocated for scattered site blight elimination. RECOMMENDATION Council authorizes the RDA to acquire the property at 1212 Oshkosh Avenue.
