MALLARD AVE. & GROVE ST. TRANSFER POINT BETWEEN ROUTES 1 & 4 Currently, passengers have to cross Grove Street to transfer between buses. Accessibility is good at this location with landing pads at both stops however; we are concerned about people crossing the street safely. The buses obstruct some visibility and riders must cross the street. This is more challenging in the winter. Residents in the area have called in with concerns about the rider’s safety crossing Grove Street. The department has explored options where passengers would not have to cross the street to get from bus to bus. Both options will allow passengers to safely transfer using the sidewalk without crossing the street. Option 1: Keep the transfer point at Mallard Avenue and Grove Street however; Route 1 would pull forward and stop east of Grove Street (currently stops west of Grove), Route 4 would continue to stop at the Southeast corner of this intersection (no change). The buses would align perpendicular to each other (see the attached diagram) which would allow riders to use the sidewalk. The main benefit of this option would be we could still use the bench and landing pad that exist for Route 4. Route 1 would primarily use the grass terrace for boarding passengers. When the wheelchair ramps are needed, we could use the nearby driveway apron. The challenges with this option are we would need to remove some parking on Mallard Avenue and the residents of the duplex on this corner object to having a stop in front of their house. They said the bus already rattles their house. They commented that most of the riders come from the Evans Street area and suggested moving the transfer point a block west. The other issue here is we would re-route Route 1 slightly as we would head east on Hazel Street instead of Grove Street. We would no longer service the bus stop on Grove Street near Murdock Avenue (on bowling alley side). However riders at this location could board Route 4 on the opposite side of the street and transfer to Route 1 at Mallard Avenue and Grove Street or they could walk down the street to this corner (approx. 2 city blocks). Neither routes mileage would change in this option. Option 2: Move the transfer point one block west to the corner of Evans Street and Mallard Avenue. Route 1 would stop just east of Evans Street (1 block earlier than the current stop just past Grove Street, see attached diagram). Route 4 would stop at the southeast corner of the intersection. Riders would also be using the sidewalk to transfer with this option. As far as accessibility goes, there is a small landing pad for Route 4 near Evans Street and Mallard Avenue. Route 1 would need to use the grass terrace. A carriage walk would need to be poured on Mallard in the spring to help improve accessibility. There would be no change in Route 1’s mileage or path. Route 4’s mileage would decrease very slightly, 3/10ths of a mile. This small reduction would possibly help route 4 as it occasionally gets behind when North High gets out. Route 4 would use Evans Street from TAB AGENDA ITEMS 2 NOVEMBER 2014 Murdock Avenue to Mallard Avenue (no longer serve Grove St.). There is one stop on the east side of the street across from the bowling alley that would no longer be served, however we would move the stop one block east to the corner of Evans Street and Murdock Avenue so they would only have to walk about a block to get on Route 4. We would also need to request the removal of enough parking on Evans Street and Mallard Avenue to allow for the transfer. I recommend option #2 as that is where the apartments are that the majority of the riders come from. STAFF STATEMENTS 2. SHELTER UPDATE The shelter at Witzel Avenue and Westowne Avenue is being installed yet this month pending the weather. 3. FEEDBACK ON ROUTE 3 CHANGE One positive comment was received from a rider excited about service near Roosevelt School. Two negative comments were received from UW-O riders as Route 5 isn’t as convenient as Route 3 for them. 4. RIDER SURVEY A rider survey was conducted on Tuesday October 28th. We anticipate the results later this month and will share at the December TAB meeting. 5. ROUTE 10 UPDATE There are two issues with this route. 1. The city is looking at it financially. 2. This route is struggling with ridership. We have had preliminary discussions with the county and East Central Regional Planning regarding these issues. The county supports and funds most of the local share of this route so we need them to drive this discussion. Financially, our initial thought was to stop running this route on Saturday. This would save the city $6200 and eliminate most of the city financial burden. Ridership is very low on Saturdays. The county’s initial thoughts were that they may prefer to keep Saturday service and limit the hours. We need to follow up with the county further on this issue. TAB AGENDA ITEMS 3 NOVEMBER 2014 Secondly, we have asked the county if they would like to consider altering the route to help ridership. GO Transit and the county discussed this with East Central Planning knowing they have a transportation planning model. It was decided to provide East Central Regional Planning with some rider suggested possible route paths and stops. I have attached the couple options that have been suggested so far. East Central is going to plug these routes into their model and see what type of ridership would be forecast. The county was going to use this data to help evaluate potential route changes. Please let us know if you have any other ideas for this route that you would like us to present to the county. At this point in time, I anticipate discussing Route 10 again at a future TAB meeting. I just wanted to make sure the TAB is in the loop on this issue.
