RE: Engineering Services Agreement for Subsurface Exploration and Geotechnical
Engineering Evaluation for the 2015 Capital Improvement Program (CIP) /
Professional Service Industries, Inc. (PSI) ($48,541)
The Department of Public Works requested proposals from geotechnical engineering consulting
firms for subsurface exploration, soil classification, geotechnical engineering, and construction
recommendations for the 2015 CIP. Soil borings will be completed within the right-of-way on all
streets identified in the program.
After a careful and thorough review of all aspects of the proposals, PSI was chosen to perform
the services. The cost of the services requested in the proposal is $43,141. The work
associated with this agreement is anticipated to be complete by the spring of 2015.
After PSI was selected, as part of this agreement, they were also asked to provide a cost for
performing geotechnical engineering services, excavation services, and double-ring infiltration
testing on Fernau Avenue, which is a future Wisconsin Department of Transportation project.
The cost of these additional services is $5,400, and brings the total agreement cost to an
estimated not to exceed cost of $48,541, and will be split among the Storm Water, Water, and
Sanitary Sewer Utilities and the Street Paving CIP. Funding is available in all four accounts.
Chapter 12 of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal,
sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this
report regarding this engineering services agreement.
