PURPOSE: APPROVE LABOR CONTRACT / OSHKOSH PROFESSIONAL
POLICE OFFICERS ASSOCIATION (OPPA) FOR YEARS
2015, 2016 & 2017
INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT
WHEREAS, the City of Oshkosh and Oshkosh Professional Police Officers
Association (OPPA) previously negotiated a Working Conditions Agreement for
calendar years 2012-2014; and
WHEREAS, the parties reached a tentative agreement for certain changes to the
labor contract for years 2015, 2016 & 2017; and
WHEREAS, OPPA has ratified these changes and it is appropriate for the
Common Council to approve this agreement.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached changes to the current labor contract with Oshkosh
Professional Police Officers Association are approved and the proper City officials are
authorized and directed to enter into an appropriate agreement for these purposes, the
execution copy being deemed approved by their respective signatures, and said City
officials are further authorized and directed to take those steps necessary to implement
the terms and conditions of the labor contract.

Re: Oshkosh Professional Police Association Contract for 2015-2017
As we have discussed, the city reached a tentative agreement on October 1, 2014
with the Oshkosh Professional Police Association which was approved by their
membership on October 8, 2014 for the contract years of 2015, 2016 & 2017. A
brief synopsis of the agreement elements include:
1) An across the board wage increase of 2.5% in 2015, as well as a 2.75%
across the board wage increase in 2016 and in 2017.
2) The opportunity for employees to receive payment for accumulated
compensation time on a monthly basis rather than on a quarterly basis.
3) The modification of our bi-weekly payroll from Thursdays to Fridays.
4) The caps for health insurance premiums will increase by 12% in 2015,
and additional 8% increases in both 2016 and 2017.
5) Existing contract language provides Oshkosh Professional Police
Association employees the opportunity to receive 59% of unused
accumulated sick leave up to 150 days. Currently this benefit can only be
received by an employee who retires or becomes disabled. In addition to
receiving this payment upon separation from the ciry, the employee can
also choose to place 1/3 of their time into their deferred compensation
account beginning at age 50 for a three year period, once they have
accumulated 150 days.

The negotiated changes in this tentative agreement allow for employees
to: a) Also receive this benefit should they separate from the city due to
death and b) Begin the 1/3 placement of their time into their deferred
compensation account prior to accumulating 150 days.
Included in this packet are the conceptual tentative agreement and the fiscal
impact of any items associated with the agreement. Please let me know if you

Work ctone in e:ccess of the normally scheduled work day or�vork week shall be compensated at the rate
of time �nd olie half in either compensatoiy time or cash as the officer may choose. All compensatory
time �vill be recorded and may be used during the month in �vhich it �ccrues subject to the �tpproval of
the department head. Employees may maintain a compensatory time balance of no more than one
hundred sixty(160)haurs. Unused b�lauces of compensatory time or time accumulated in eYCess of oue
hundred sixty (160) hours shall be paid on the first pay period following the month in which it was
accrued at the affeetive �•ate of pay when such time tivas earned. Offieers shall not be allo�ved to carry
over more than eighty(80) hou►•s from year to year. The formi�la for computing the hourly rate shall be: I

All payroll checks shall be available�t 1:00 p.m. on eveiy other Friday unless eYtenuating circumstances
e;cist. In the event such days are legal holidays,checks will be issued on the day preceding.
Effective January 1,2004,all employees shall participate in the direct deposit payroll system.

A. Insurance Medical Benefits Plan.
The Employer shall provide health coverage.
Hetxlth Risk Assessment (HRA): Employee participation in the City's Health Risk Assessment
(HRA) program is vohintary. To receive the preferred premium contribution rate, the employee
must pa�•ticipate in the HRA.. Participation by the employee's spouse in tlie HRA is encouraged but
not required. Pai�ticipation in the follo�v-up coaching program is recommended and is offered on a
voluntary basis.
The City reserves the right to offer an HRA and select the HRA. administrator in its sole discretion.
The City shall p�y for the costs to provide the HRA.. In the event the City elects to discontinue the
�-IRA program, employees shall contribute the preferred employee health insurance r�tes.
1, Emplo�ee Contributions With He11th Risk Assessment (HRA).
Effective January 1,2Q15, employees rvill contribute t�p to 12%up to a maximum of$113.18 per
month towards single, $212.26 per month towards dual, and $261.73 per tnonth towards the
family premium equivalents. �
Effective January 1, 2016, employees will contribute up to 12%up to a ma:cimum of$122.2� per
month towards single, $229.24 per month towards dual, a��d $282.72 per month towards the
family premium equivalents.
Effective January 1, 2017,employees will contribttte up to 12%up to a maximum of$132.02 per
tnonth towards single, $247.56 per montlt towards dual, and $345.34 per month towards the
family premium equivalents.
2. Em�lovee Contributions Withflut Health Risk Assessmeut tHRA),
Effective January 1,2015,employees will contribute up to 15% up to a ma:cimum of$141.48 per
znonth towards single, $265.32 per month tow�rds dual, and $327.22 per inonth towards the
family premium equivalents.
Effective January 1, 2016, employees wiil contribute up to 15% up to a maximum, of$152,80
per month tow�rds single, $286.54 per month towards duai, and $353.40 per month towards the
family premium equivalents.

Effective Jatauary, 2017, employees will contribute up to 15% up to a ma.cimum of$165.02 per
month towards single, $309.�6 per month towards dual, �nd $381.63 per month torvards the
family premium equivalents.
Note: Health insurance premium contributions are actually made one n�onth prior to the

� Up to five(5) days of an einployee's sick�ieave accumulat�on may be used per year for illness,
�+� injury,doctor and dental appointments that cannot be scheduled other than during the employee's

shall he required to apply for leave for,doctor and dental appointments which are subject to the
approval of the supervisor for scheduling.
Notwithstanding ttae above,an employee may use vacation,haiiday or compensatozy time for the
injury or illness of spouse, child,or fami[y member living within the residence.
To qualify for sicic lea�e payment an etnployee must do the followino:
a. Re�ort his/her absence prior to the start of each work day to department head or •
� supervisor. ,
b. Keep his/her supeLVisor informed of the conditions if the absence is more than three(3)
workin�days.
� c. Upon request submit a doctor's certificate for such absence:The certificate must state the
nature of the illness or injury and whether tlie employee has been incapacitated for tlie
period o£his/her absence. ,
d. The employee upori reiurning to duty znust sign an appiication�for sick teave form
requestin�.g the sick leave �benefits. Such a sib ature sliall be ackuowled�nent of full
compliance with all regulations related to sick teave benefits as set forth in this Contract.
In the event any employee has misused the provisions contained herein or has requested the use .
of sick leave when such leave is not authorized by the tei�ns of this Contract,the employee's
absence shall,be without pay. The determination that an einployee I�as abused the benefzts,
contained in thia paragraph shall not preclude the employee froin using accumulated sick leave
when authorized by the terins of this Gontract in the future nor siiall the accumuiated sick leave
credited to that einployee be affected thereby.
In addition to the employees' right to accutnulate sick leave without timitation, unused
accumulated sick leave up to 150 days sha]I be paid at fifty-nine percent(59%)of the employees'
rate in effect at the time of said separation for those einploy ursuant to ss.66.1915�As another � �-�N;,

one-third of his/her total accumulated sick leave paid at fifty-nine percent (59%) of the
employee's rate in effect when the deposit is made. Ti�is option shall only be available to those
e�nployees who meet all rules,regulations and requirements of the 457 plan adininistratoxs.
