HomeMy WebLinkAbout05. 14-493 NOVEMBER 11, 2014 14-493 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF 2014 LANDFILL TIPPING FEES WITH WASTE MANAGEMENT OF WISCONSIN FOR DISPOSAL OF CONTAMINATED SOIL FROM MARION ROAD STORM SEWER OUTFALL (not to exceed $130,000) INITIATED BY: PURCHASING DIVISION WHEREAS, the City is constructing a new outfall along Marion Road to reduce the impact of flooding in the vicinity of Jackson Street and Division Street; and WHEREAS, during construction the City will be required to dispose of the excavated contaminated soil at a properly licensed disposal site; and WHEREAS, Waste Management Inc.’s disposal facility located in Berlin, Wisconsin is the closest licensed disposal facility able to accept the material. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-16 to enter into an appropriate agreement for the payment of tipping fees for disposal of subgrade materials from the Marion Road Storm Sewer Outfall Project with: Waste Management-Wisconsin W132 N10487 Grant Drive Germantown, WI 53022 Total: not to exceed $130,000.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Gohde, Assistant Director of Public Works s�''�9 DATE: November 6, 2014 RE: Agreement for 2014 Landfill Tipping Fees for Disposal of Contaminated Soil from Marion Road Storm Sewer Outfall/Waste Management-Wisconsin ($130,000) BACKGROUND During the pianning of the redevelopment activities along Marion Road, it was determined that there is contaminated soil present on the property. The storm sewer construction, performed under City Contract 14-17, will encounter these contaminated soils. Once excavated, the contaminated soils must be properly disposed of at a landfill, and clean backfill material brought in to fill the trench. ANALYSIS AECOM worked with Waste Management to secure the City a standard tipping fee for each of the contaminated soil types anticipated to be excavated for this contract. The rates are $26.50/ton for petroleum-contaminated soil, $19.00/ton for solvent-contaminated soil, and $19.00/ton for fill material soil. The standard tipping fee at the landfill is $33.00/ton. FISCAL IMPACT The estimated total disposal cost for the contaminated soils for this contract is anticipated not to exceed $130,000. The total cost will be based on the actual quantities hauled to the landfill. Funds for these services are available in the Storm Sewer section of the 2014 Capital Improvements Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature may be procured without the use of formal, sealed quotes. I have reviewed the Waste Management-Wisconsin agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve the award of this agreement.
