Dear Mr. Rabe,
AECOM Technical Services, Inc. (AECOM) presents this proposal to the City of Oshkosh(City)for
Construction Related Services for City Contract 14-10, Expansion of the Southwest Industrial Park
located in Oshkosh,Wisconsin.
In general, the expansion of the Southwest Industrial Park(site)consists of public improvements
which will include installation of site utilities, street grading, and construction of several clay lined
storm water basins. In addition, the project will also include private construction which will include
fill placement, compaction, and finish grading activities in the Southwest Industrial Park.
The start of construction activities at the site is anticipated during the first week of November 2014.
We anticipate that the project will start with street grading and site utility installation. The City will
provide inspectors to document the installation of the utilities. This work will be completed by
February 2015. The site grading will start in November 2014 and temporarily stop in December
2014 due to winter conditions. Site grading will resume in April 2015 and be completed by July
2015. AECOM will provide staff for the construction documentation of these activities.
AECOM is aware that separate cost tracking of the public and private construction portions of the
project is required by the City. As such, this proposal presents our estimate of cost based on a task
basis for each element of construction. This proposal presents our understanding of the project,
our proposed scope of work, and fee estimate for these services.
AECOM is proposing to continue to use new technology for recording field data. The Yuma Data
collector has successfully been used to document construction activities of the Armory Detention
Basin, City Contract 14-03. The Yuma Data collector is also proposed to be utilized for this project.
This will allow field data to be quickly recorded in a consistent format. The recorded information will
include GPS location information(horizontal datum in County Coordinate System, South Zone
NADD83 and the Vertical Datum will be NAVD88). The benefits for this system include:
• Completion of all inspections and documentation on site electronically;
• Quick data capture
This document includes proprietary data that shall not be duplicated,used or disclosed outside City of Oshkosh for any purpose other
than to evaluate this document.This restriction does not limit City of Oshkosh's right to use information contained in this document if it
is obtained from another source without restriction.

• Project team has access to all reports and records;
• Custom web portal that provides a variety of data management and report tools;
• Eliminate discrepancies with hard copy data forms;
• Reduced issues with lost data forms and photos;
• Encourages completion of field data forms prior to moving to the next location; and
• Provides one consistent source of field data.
The cost estimate provided below outlines the anticipated weekly rental for the equipment and
anticipated costs associated with development of the data base and forms
Scope of Work
The proposed scope of work includes construction oversight, construction material testing and
documentation, review of as-built construction drawings, and limited engineering services related to
civil and geotechnical issues which may arise during the project and required by permit conditions.
Specific attention by field staff will be focused on maintaining compliance with permit conditions,
compaction testing of utility trench backfill, construction of the various basins clay liner, and fill
placement in the Southwest Industrial Park. We understand that City staff will document the
installation of the various site utilities for the public portion of the project. AECOM staff is available
to assist if requested.
Construction Documentation
AECOM will provide on-site Project Representative Services on a daily basis during the
construction of the project. We anticipate an overall construction period of approximately 33 weeks
for completion of the proposed utilities, street grading, and placement of fill materials on the site. In
addition, we anticipate the need for a supplemental field testing technician for a period of 11 weeks
to assist ongoing testing and documentation needs.
AECOM will provide on-site documentation and testing staff related to placement of fill as needed
for the duration of the project. Field and Laboratory testing will be provided as identified in this
scope of work to document compliance with project plans and specifications. A summary of tasks
is provided below.
• Provide a Project Field Representative as needed on site during construction. The field
staff will be provided a PDA/tablet for data recording. Specific data software will be
developed for site specific use. The data package will include templates for density testing
results and photographic information.
• Provide on-site supplemental part-time testing staff(based on project need)as necessary
and determined by the contractors schedule.
• Observe and document contractor compliance with permit conditions. Specific attention
will be made to construction of the basin clay liner and fill placement in the Southwest
Industrial Park.
• Serve as the liaison between the City and the contractor, and assist City with implementing
the intent of the contract documents.

• Monitor receipt of samples from contractor, notify the City of their availability for
examination,and provide an opinion of completeness and accuracy as compared to the
project plans and spec�cations.
• Conduct site observations of the work in progress, determine if the work is generally
proceeding in accordance with the contract documents, and that completed work appears
to conform to the contract documents.
• Transmit to contractor the Cit�s clarifications and interpretations of the contract documents
related to fill placement.
• Provide copies of construction documents in electronic format to the City after completion
of the project.
• Maintain reports for the construction contract recording weather conditions when on the
job site; data relative to questions of extras or deductions; list of daily activities;
decisions; observations in general; and specific observations in more detail as in the
case of observing test procedures.
• Furnish the City with weekly reports of progress of the work and the Contractor's
compliance with the approved progress schedule. Attend progress meetings to discuss
progress of work. Keep the City informed of any expected delays in progress schedule.
• Report to the City whenever the Project Representative believes that any work is
unsatisfactory, faulty or defective, or does not conform to the Contract Documents and
advise if work should be corrected or rejected.
• Notwithstanding that it is the contractor's sole responsibility for job site safety, AECOM
will report immediately to the City the occurrence of any incident.
• Provide Laboratory material testing to document conformance with plans and
specifications. At this time we anticipate soil testing to include determination of dry
density, sieve analysis, atterberg limits, sieve/hydrometer material gradation, and
material permeability testing.
• Provide Field testing to document conformance with plans and specifications. Record
horizontal and vertical coordinates of individual test so as to allow later identification and
inclusion in the project construction documents. Testing to include: Nuclear density
compaction testing for soils.
• Provide photo documentation throughout the construction period.
• Provide vehicles, necessary equipment, and material for inspection.
• Before issuance of the"Certificate of Substantial Completion,"AECOM will prepare and
submit to the contractor a list of observed items requiring completion or correction.
• Conduct a final inspection in the company of the City and contractor, and prepare a final
list of items to be completed or corrected.
• Provide site visits by Engineering team (as identified below)during construction to verify
design criteria as required by permit conditions.

AECOM proposes a team comprised of:

AECOM's selected team includes staff that: understand client expectations, have been involved
with similar projects, understand respective project responsibilities, are local, and provide a
reasonable cost approach with sensitivity to overall project cost. We anticipate that the City will
complete the final survey and prepare the plan sheets for as-built records and AECOM will review
the final plan set for completeness.
Estimated Cost
The estimated cost for construction oversight, documentation, construction testing, and engineering
services is$362,540 as summarized in the table below. A detailed breakdown of level of effort per
assigned staff is attached. Please note the estimated level of effort is based on assumptions
provided on the labor estimate. AECOM will only charge for actual incurred costs. If the project is
completed outside of the assumptions AECOM may request to reduce or increase the budget
accordingly.

We propose to provide the services described in this proposal on a time and material basis in
accordance with the negotiated January 2014 Fee Schedule and April 2009 General Conditions of
Service with the City of Oshkosh for the duration of the project. Please indicate your acceptance of

return it to our office.
