FOR DESIGN AND BIDDING SERVICES FOR THE MARION ROAD WATER TOWER REPLACEMENT ($183,150.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M Hill Engineers, Inc. for design and bidding services related to the Marion Road Water Tower Replacement in the amount of one hundred eighty-three thousand one hundred fifty dollars ($183,150.00) Acct. Brand, Public Works Utility Bureau Manager`�1 DATE: October 23, 2014 RE: Engineering Services Agreement for Design and Bidding Services for the Marion Road Water Tower Replacement/CH2M HILL Engineers, Inc. (CH2M HILL) ($183,150) BACKGROUND The Marion Road Water Tower is an elevated, 750,000 gallon water storage tank on Marion Road between the University of Wisconsin-Oshkosh and the City's downtown business district that was erected in 1936. This water tower has been well maintained and is routine�y inspected, but it is near the end of its useful life. In previous engineering studies performed by CH2M HILL, it was recommended that the City maintain its current volume of elevated storage in order to continue to cost-effectively provide an adequate volume of high-quality drinking water and fire protection. The purpose of this project is to develop the final design drawings and specifications for a new water tower to replace the existing Marion Road Tower at the same location. This project includes a workshop component to provide information to and to gather information from the public on the design and aesthetic options to be considered for the final water tower design selection. ANALYSIS CH2M HILL was chosen due to their experience with previous water system work including the Distribution System Modeling Study and the Marion Road Water Tower Study. CH2M Hill's knowledge of the water system will assist them in providing effective and efficient use of resources in providing these design and bidding services. FISCAL IMPACT This agreement is for $183,150. The budgeted amount in the 2014 Capital Improvement Program (CIP) for this project is $150,000. The higher agreement amount is related to additional scope for project workshops and work related to cellular antenna relocation. Funds are available in the Property Improvements Section (Water Utility Funds) of the 2014 CIP. The additional costs will be covered with available utility funds from projects that have come in under budget. RECOMMENDATIONS Chapter 12 of the Municipa/ Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, ,.�14 �/fi ^- �j� C�a.--...- Mar A.
