PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 14-28 TO
AUGUST WINTER&SONS, INC. FOR WATER FILTRATION PLANT
PIPING REPAIRS ($114,565.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Water
Filtration Plant Piping Repairs; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

Total Bid: $114,565.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Water Filtration Piping Maintenance Repairs
August Winter& Sons, Inc. /($114,565)
BACKGROUND
The Water Filtration Plant sedimentation basins include a piping system that is used for removal of solids
from the water treatment process. These solids are sent to the sanitary sewer and are treated at the
wastewater treatment plant. In 2012, a leak developed in a portion of the piping system just outside the
building, due to corrosion of the boits on the pipe fittings. An emergency repair was performed to stop the
leak, with the intention of replacing the rest of bolts on the other pipe fittings with corrosion-resistant bolts
in the future. This project is to replace the bolts on the piping system, which were not done with the
emergency repairs, to prevent leaks from occurring on this system in the future. In addition, a 20" pipe
segment just outside the 1985 pumping station appears to have a leak and is going to be inspected and
repaired as part of this project.
ANALYSIS
The bidding documents were prepared by AECOM for this project. Bids were opened on October 21,
2014, with one contractor bidding on the project. This bid was received from August Winter& Sons, Inc.
of Appleton, Wisconsin. The total bid is $114,565. The bid was reviewed by the project engineer and
additional details were requested from the contractor because it exceeded the original engineer's
estimate of $42,000. The contractor included cost for dewatering for work at the 1985 pump station, due
to their experience in working in this area on the 2002 water intake project. If dewatering is not required,
the project cost will be reduced. Based on this information, the project engineer determined that this bid is
reasonable for the work specified.
FISCAL IMPACT
This project is included in the 2013 Capital Improvements Program under the Property Improvements
Section (Water Utility Fund)with a budgeted amount of$118,400.
RECOMMENDATIONS
I recommend award to the low bidder, August Winter& Sons, in the amount of$114,565.
