PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 14-27 TO
NORCON CORPORATION FOR WATER FILTRATION PLANT
SEDIMENTATION BASIN CONCRETE REPAIRS ($297,959.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Water
Filtration Plant Sedimentation Basin Concrete Repairs; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:
NORCON CORPORATION

Total Bid: $297,959.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Sedimentation Basin Concrete Repairs
Norcon Corporation /($297,959)
BACKGROUND
The sedimentation basins at the Water Filtration Plant were put into service in November of 1999. Over
time, some cracking and leaking at various locations, including expansion joints, were identified during
routine maintenance of the basins. A condition assessment of the sedimentation basins was performed
in May of 2012 by AECOM Technical Services, Inc. (AECOM). This assessment recommended the
following repairs to the sedimentation basins: concrete repairs to the spalled, delaminated, and
distressed concrete; chemical grout injection in walls and slabs; routing and sealing existing cracks on the
top side of roof slabs; replacing existing expansion joint materials with chemical grout injection; and
replacing joint sealant at exterior joint locations at the north and west elevations and building roof slab.
ANALYSIS
The bidding documents were prepared by AECOM for this project. Bids were opened on October 21,
2014, with one contractor bidding on the project. This bid was received from Norcon Corporation of
Schofield, Wisconsin. The total bid is $297,959. The engineer's estimate was $325,000. The bid was
reviewed by the project engineer and determined to be reasonable for the work specified.
FISCAL IMPACT
This project is included in the 2013 Capital Improvements Program under the Property Improvements
Section (Water Utility Fund) with a budgeted amount of$288,000. The additional budget needed for this
project is available from projects that have been completed under budget.
RECOMMENDATIONS
I recommend award to the low bidder, Norcon Corporation, in the amount of$297,959.
