The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23(A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS SAWYER STREET Remove Therefrom: No parking, east side, from Buchanan Avenue to Fillmore Avenue th Remove Therefrom: No parking, east side, from 4 Avenue to 15 feet north of Porter Avenue Add Thereto: No parking, east side, from 225 feet south of th Witzel Avenue to 4 Avenue Remove Therefrom: No parking, west side, from Witzel Avenue to 80 feet south of Witzel Avenue Remove Therefrom: No parking, west side, from Witzel Avenue to 199 feet north of Southland Avenue Add Thereto: No parking, west side, from 225 feet south of Witzel Avenue to 111 feet north of Porter Avenue SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. With the new bike lanes on Sawyer Street extending to Fillmore Avenue it now makes sense to allow parking on this stretch. A REQUEST TO ALLOW PARKING ON SAWYER STREET, EAST SIDE, FROM 225 FEET SOUTH OF WITZEL AVENUE TO 4TH AVENUE (CURRENT CONDITION: NO PARKING) This is a request from the Transportation Department. With the new bike lanes on Sawyer Street, the layout supports on street parking on this stretch of Sawyer Street. Rohloff, City Manager FROM: Jim Collins, Transportation Director DATE: September 12, 2014 RE: Items Defeated by the Traffic Review Board at their September 9, 2014 Meeting A REQUEST TO PAINT OR ALLOW CITIZENS TO PAINT THEIR CURBS YELLOW TO DESIGNATE NO PARKING WITHIN FOUR FEET OF THEIR DRIVEWAY APRONS ON LOMBARD AVENUE (CURRENT CONDITION: NOT PAINTED) This is a citizen request. The citizen making this request is concerned about vehicles blocking the access to and from his and his neighbor's driveways during the numerous events at the Oshkosh West athletic facility and Red Arrow Park. He also requested the curb at the intersection of Lombard Avenue and Westfield Street be painted yellow 15 feet,the minimum distance a vehicle can legally park from a corner. Sign Department employees painted the curb yellow at this intersection. This makes the parking prohibition visible which will increase safety at the intersection. Per Section 25-26 of the Municipal code cited above, citizens are not allowed to paint city streets or sidewalks without a permit. This means the City would have to paint the curbs,thus we would be opening this up to the entire city. We do not have the crew or budget necessary to accomplish this. I recommend the residents continue to work with police to enforce parking restrictions during these special events. Excerpf from the Trafific Review Advisory Board meefing minutes: Mr. Collins voiced concern about painting the curb for private citizen's driveways because any citizen in the city could make this request. Ken Fisher, of 1721 Lombard Street, thanked Mr. Collins for bringing this fof~ward. He explained it is only the first three or four houses by the corner that have the most problems with vehicles parking too close to their driveways. He thanked Mr. Collins for having the corners at Westfield Street and Lombard Street painted. He mentioned the events are becoming more frequent with spectators from the home and visiting teams seeking parking places. He asked the Board to please consider his request. Mr. Collins said the prohibition is four or more feet from a driveway or alley,fifteen feet from a crosswalk, and ten feet from a fire hydrant. Mr. Becker suggested that perhaps police could be notified when events are held to expedite the process. Mr. Fisher replied he has seen officers drive past turning a blind eye to parking violations including vehicles parked in front of the fire hydrant. ITEMS DEFEATED 2 SEPTEMBER 2014 Mr. Herman stated citizens cannot paint curbs because that would violate the municipal code. He said to move forward and mark aprons in this area it would be unfair to other areas with the same issues. He said he agrees with Mr. Becker and would encourage police to step up enforcement of parking restrictions. Mr. Collins said he would speak to the Police Department. Mr. Fisher explained that this is an ongoing problem. He stated that many of the people parking in the area are from out of town, the visiting team, and may not be back until next year. DEFEATED BY TRAFFIC REVIEW BOARD (0-6) A REQUEST FOR A FLASHING STOP SIGN AT THE INTERSECTION OF SAWYER STREET AND 5TH AVENUE. THE SIGN WOULD BE FOR SOUTHBOUND TRAFFIC ON SAWYER STREET (CURRENT CONDITION: REGULAR STOP SIGN) This is request is from the Oshkosh Police Department. The Police Department has received complaints from a resident about motorists running the stop signs on Sawyer Street. Police monitored the intersection and observed people not stopping for the stop sign. There are two stops signs on Sawyer Street for both north and southbound traffic. The stop signs have flags on them which indicate to me there were complaints in the past. Installing stop signs on both sides of the road were first tried to remedy the problem. The next solution tried was flagging the signs. Police officers inquired about the possibility of installing flashing stop signs. There have not been any reported accidents at this location in the last year and a half. My concern is that citizens may have the expectation that flashing stop signs will be installed throughout the city. These signs are about$1100 each. There is one installed at the intersection of Prospect Avenue and Wisconsin Street. The sign is on Prospect Avenue for westbound traffic. My understanding is there was accident history at that intersection. I think the location on Sawyer Street might be a good location to test another flashing stop sign, however there isn't the accident history to support the need for one. Excerpt from the Traffic Review Advisory Board meeting minutes: Mr. Collins said he received this request from the Police Department. He went on to say stop signs were installed on both sides of the intersection and then flags were placed on the signs in response to complaints that vehicles were not stopping here. Despite these efforts there are still complaints that motorists are not stopping for the stop signs at this intersection. He continued to say that this intersection has no accident history. He stated there is a flashing stop sign on Prospect Avenue at Wisconsin Street and there has been no accidents since its installation. He explained these signs cost$1100.00 each and there is one in stock in the department. He said if this passes he would ask police to monitor its effectiveness. ITEMS DEFEATED 3 SEPTEMBER 2014 Mr. Herman wondered if motorists were coming to a rolling stop or breezing through at 20 mph. He guessed it probably was people that live in the surrounding area. Mr. Schuster added it was an open intersection, with nothing obstructing view of traffic from other directions. Mr. Herman suggested police step up enforcement. He said he didn't want to use the flashing sign at an intersection with no accident history because it may be needed in the future at an intersection with a high crash history or as a replacement for the one on Prospect if this sign were to fail.
