PURPOSE: AUTHORIZE POLICE DEPARTMENT GRANT FOR ALCOHOL
IMPAIRED DRIVING ENFORCEMENT
INITATED BY: OSHKOSH POLICE DEPARTMENT
BE IT RESOLVED by the Common Council for the City of Oshkosh that the
proper City officials are hereby authorized and directed to approve a grant agreement
with the Wisconsin Department of Transportation, Bureau of Transportation Safety
(BOTS) for:
(a) Alcohol impaired driving enforcement - $30,000 to pay for overtime for the
deployment of officers to high risk locations and during high frequency
times, dates, and events for the detection and apprehension of alcohol
impaired motorists, as well as to purchase grant approved equipment to aid
in that enforcement effort as needed.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the Wisconsin Department
of Transportation, Bureau of Transportation Safety for purposes of the same, and are
further authorized and directed, if said grant is awarded, to accept such funds, pursuant
to the terms of the grant application.

�: Authorize Police Department Grant for Alcohol Impaired Driving Enforcement
BACKGROUND
The Oshkosh Police Department has been notified by the Wisconsin Department of
Transportation, Bureau of Transportation Safety(BOTS), of our eligibility for a grant to be used
specifically for alcohol impaired driving enforcement efforts in the city. The grant amount is
$30,000 with approximately $25,000 allocated to cover officer overtime costs while assigned to
alcohol impaired driving enforcement details, as well as $5,000 for the purchase of equipment
related to alcohol impaired driving enforcement efforts. The grant period covers the dates of
October 2014 through September 30, 2015. The National Highway Traffic Safety
Administration further requires the enforcement deployments to be conducted during the hours
of 6pm—4:30am.
ANALYSIS
Impaired driving has a significant adverse impact on public safety in our community. Over the
past four years, OPD officers have arrested 1,967 alcohol or drug impaired motorists, an average
of 437 arrests per year. Alcohol impaired drivers were involved in at least 58 crashes in the city
last year. Alcohol played a significant factor in at least one fatal vehicle crash in the city to date
in 2014. Aggressive alcohol impaired driving enforcement saves lives, reduces injuries and
property damage, and enhances public safety on our roadways.
FISCAL IMPACT
The BOTS grant funds approximately 504 hours of alcohol impaired driving enforcement by
officers covering about 30 separate deployments during the year. These deployments occur in
the city at various times throughout the year such as during Pub Crawls, UWO Graduation,New
Years Eve and other holidays, Country USA, Rock USA and others as appropriate. The grant
also enables us to purchase Preliminary Breath Test(PBT) devices to detect the presence of
alcohol in the breath of a suspected impaired driver or underage drinker, as well as enable us to
purchase any other equipment needed to support alcohol impaired driving enforcement without
using city budget funds.
The Mission of the Oshkosh Police Department is to promote public safety and to enhance the
quality of life in our communrty through innovative policing and communrty partnerships
SUMMARY
I am requesting Common Council approval for us to apply for, accept and utilize the grant as
indicated in this memo in support of our alcohol impaired driving enforcement efforts in the city
to enhance public safety.
