PURPOSE: APPROVAL OF AGREEMENT FOR ENVIRONMENTAL
ENGINEERING SERVICES WITH AECOM TECHNICAL SERVICES,
INC. FOR QUARRY PARK LANDFILL (KNAPP STREET) FOR
METHANE GAS MONITORING – METHANE GAS SYSTEM
MAINTENANCE ($98,000.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate environmental engineering services agreement with AECOM
Technical Services, Inc. for methane gas monitoring / methane gas maintenance for
Quarry Park Landfill (Knapp Street) in the amount of ninety-eight thousand dollars
($98,000.00)

Street) for Methane Gas Monitoring — Methane Gas System Maintenance /
AECOM ($98,000)
BACKGROUND
The Department of Public Works has utilized AECOM (former STS Consultants) for various
environmental engineering needs at the Quarry Park Landfill located on Knapp Street since
1979. The new active venting system has been operating at Quarry Park since spring of 2010.
AECOM continues to report no measurement of inethane at the various monitoring points. It is
anticipated that the Wisconsin Department of Natural Resources (WDNR) will require several
years of active collection of inethane gas before considering a reduced operation or switching to
passive collection.
ANALYSIS
Previously, an agreement for environmental engineering services with AECOM was reported to
the Common Council in June of 2011 and an amendment was approved by the Common
Council in July of 2012. The total cost approved per those two actions was $148,000. This
agreement will cover the required monitoring and maintenance at this former landfill until the
end of 2015. The scope of services includes continued methane gas monitoring, reporting to
the WDNR, and coordination of repairs to the blower station. This station incurred ice damage
during the extremely cold weather last winter.
FISCAL IMPACT
This agreement is for $98,000. The cost for these gas monitoring services will be allocated to
the operating budget (Account 212-0470/Garbage Collection & Disposal).
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed this agreement and in accordance with Section 12-16 of the
Code, I am hereby recommending that the Common Council approve this agreement.
