PURPOSE: APPROVAL OF AGREEMENT FOR ENGINEERING SERVICES
WITH AECOM TECHNICAL SERVICES, INC. FOR CONSTRUCTION
RELATED SERVICES FOR THE SOUTHWEST INDUSTRIAL PARK
EXPANSION ($362,540.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, Inc. for construction related services for the Southwest Industrial Park Expansion
in the amount of three hundred sixty-two thousand five hundred forty dollars ($362,540.00)

RE: Engineering Services Agreement for Construction Related Services for the Southwest
Industrial Park Expansion/AECOM Technical Services, Inc. (AECOM) ($362,540)
BACKGROUND
The Department of Public Works requested a proposal from AECOM to provide construction-related
services associated with the construction of the expansion of the Southwest Industrial Park. These
construction-related services will include, but are not limited to, construction oversight, construction
testing and documentation, and review of as-built construction drawings for the mass site grading and
utility trench compaction testing. AECOM wiil also provide limited engineering services related to any civil
or geotechnical engineering issues which may arise. Engineering Division staff will manage the project
and perform utility inspection services.
ANALYSIS
AECOM was chosen due to their experience with the Southwest Industrial Park, and their vast experience
in performing these services for the City.
FISCAL IMPACT
The cost of the proposal selected is $362,540. Funds for this project are included in the 2014 CIP and
TIF #23 and is reflected in the Construction Costs with Engr Calculation included with the bid award for
Contract 14-10.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposai and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
