PURPOSE: APPROVE ENGINEERING SERVICE AGREEMENT WITH
AECOM FOR BOATWORKS RESTROOM PARK
IMPROVEMENTS ($145,000)
INITIATED BY: COMMUNITY DEVELOPMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to enter into and take those
steps necessary to implement an appropriate engineering services agreement with
AECOM Technical Services for park improvements as part of the Boatworks Riverwalk
project on Michigan Street in the amount of one hundred forty-five thousand dollars
($145,000).

SUBJECT: Approve Engineering Service Agreement with AECOM Boat Works Park
Improvements for$145,000
BACKGROUND
The City recently received additional grant funding for the development of the park
improvements along the Boatworks riverwalk. The additional park improvements and the
riverwalk design and construction services will be required to be completed in a timely fashion
due to the need to close out the grants in early 2015. AECOM has been very helpful in assisting
the City through the conceptual design phase for the additional work and is familiar with the
construction work to be done and existing permit requirements.
ANALYSIS
The scope of services related to the Boatworks improvements include final design, construction
inspection, environmental compliance and assistance in documenting the work for grant
administration and close out. This work will include the restroom/shelter, parking lot and
stormwater management facilities, kayak/canoe launch, trail connection to 4th Ave. and the
portion of the riverwalk trail looping up to the Boatworks bridges.
Individual tasks within the proposal include final riverwalk design, permit amendments, bidding,
easement and right-of-way surveying, grant documentation and construction inspection.
FISCAL IMPACT
The funds for the professional services are included in the 2014 Capital Improvement Programs.
A combination of Steiger Park riverwalk savings, grant funds, and 2014 CIP funds will pay for the
construction and engineering services for the park improvements in this segment of the
riverwalk. Account 534-1040-7216-00000 is the source for these funds.
RECOMMENDATION
The City Council approves the Engineering Services contract.
