HomeMy WebLinkAbout29. 14-442 SEPTEMBER 23, 2014 14-442 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE ACCEPTING GRANT FUNDS FROM DEPARTMENT OF NATURAL RESOURCES/ BOATWORKS PEDESTRIAN BRIDGE/ RIVERWALK PROJECT ($944,281.35) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the City of Oshkosh applied for funds from the Department of Natural Resources for Riverwalk improvements at the Boatworks property on Michigan Street; and WHEREAS, the Department of Natural Resources has awarded said grant funds in the amount of $944,281.35; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh, that the City hereby accepts said funds from the Department of Natural Resources and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same, and to carry out all actions necessary to implement the City’s obligations under the terms of the grant agreement. � O1HK 1H ON 7HE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: September 4, 2014 RE: Accept Grant funds from Wisconsin Department of Natural Resources for Boafinrorks Riverwalk and Park Improvements of$944,281.35 BACKGROUND Early in 2014, the City Council, the RDA and the Parks Board reviewed other possible public improvements in the west section of the Boatworks area due to changes in the available grants for additional projects in the Boatworks area. WisDNR had informed the City that new grants could be used for the west-side Boatworks area public improvements, but not on the bridge. City staff submitted the revised plan for the west part of the project to WisDNR for their final approval for the additional grant funds of about $350,000. The City has recently received the grant awards and can now begin work on the first park elements on the west side of the Boatworks property. ANALYSIS The City had obtained a $592,000 grant for the bridge/riverwalk project in late 2013. The City has also obtained permits from the WisDNR, the Army Corps of Engineers and the Coast Guard. Construction has been underway through 2014. The riverwalk extension will begin at the end of the Steiger Park section which is located at the base of the public fishing pier. The project will include the following elements: • West-end ramp that circles once to achieve the height required for the bridge. • A bridge span from the shoreline to Boatworks Island. • An observation platForm. • A second bridge span from the island to the east shore of the Boatworks property • An east end ramp. • Use of one of the 1899 Railroad Bridge portals. • Shoreline protection. • Final demolition and clean up of Boatworks structures on the property. • Park Restroom/Shelter • Parking lot and stormwater management facility • Kayak/Canoe launch • Trail connection to 4th Ave. RECOMMENDATIONS The City Council accepts the $944,281.35 in total grant funds. FISCAL IMPACT Total funding for the project includes $900,000 from retained savings accrued from the Steiger Park riverwalk, $944,281.35 in grant funds and City's 2014 CIP budgeted $1,400,000. The City's CIP funding would be paid by TID #20 with a donation from TID #7 and no City funding will be borrowed. Approved, 1�---�� City Manager
