HomeMy WebLinkAbout28. 14-441 SEPTEMBER 23, 2014 14-441 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AMEND 2014 CAPITAL IMPROVEMENT PROGRAM TO MOVE FUNDS FROM THE NATIONAL GUARD ARMORY AREA STORMWATER DETENTION BASIN PROJECT TO MARION ROAD STORM SEWER OUTFALL PROJECT ($495,000) INITIATED BY: CITY ADMINISTRATION WHEREAS, the Common Council previously approved Capital Improvement Programs which included the National Guard Armory Area Stormwater Detention Basin construction project; and WHEREAS, the bid for the National Guard Armory Area Stormwater Detention Basin project was lower than anticipated and resulted in approximately $1,000,000 in savings over the budgeted amount which leaves funds available in the Storm Water Utility to fund additional storm water projects; and WHEREAS, an outfall to the Marion Road storm sewer needs to be constructed to relieve flooding along Marion Road and to provide a point of connection to the storm sewer for the Rivers II development; and WHEREAS, it is anticipated that the costs for the Marion Road storm sewer outfall will be approximately $495,000; WHEREAS, staff recommends the amendment of the 2014 CIP program to move funds from the National Guard Armory Area Stormwater Detention Basin project to the Marion Road Storm Sewer Outfall project to allow the Marion Road Storm Sewer Outfall project to be bid and construction to begin later this year. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2014 Capital Improvement Program is hereby amended to move funds from the National Guard Armory Area Stormwater Detention Basin project to the Marion Road Storm Sewer Outfall project. BE IT FURTHER RESOLVED that the appropriate city officials are hereby authorized and directed to take such further action and to sign all documents necessary to accomplish said purposes. � O�KOIH ON THE WATER MEMORANDUM DATE: September 18, 2014 TO: Honorable Mayor and Members of the Common Council FROM: Steven M. Gohde, Assistant Director of Public Works�(`��� RE: Amend 2014 Capital improvements Program (CIP) to move Funds from the Armory Area Detention Basin Project to Marion Road Storm Sewer Outfall Project ($495,000) BACKGROUND An outfall to the Marion Road storm sewer needs to be constructed to relieve flooding along Marion Road and to provide a point of connection to the storm sewer for the Rivers II development. This pipe will also provide a connection poin�for the vacant lot west of the Rivers II development. By constructing a single outfall, the riverwalk will only be disturbed in one area. ANALYSIS This project was not included in the 2014 CIP. The estimated cost of this project is $495,000. However, the Armory Area Detention Basin construction project was budgeted in the 2014 CIP for $3,800,000. This work was awarded for under $2,300,000, which leaves funds available in the Storm Water Utility to fund this project. FISCAL IMPACT There will be no fiscal impact to this fund transfer. RECOMMENDATION I recommend amending the 2014 CIP to move funds from the Armory Area Detention Basin project to the Marion Road Storm Sewer Outfall project. Approved: �G�������-� Mark A.
