HomeMy WebLinkAbout12. 14-425 SEPTEMBER 23, 2014 14-425 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR TOWING SERVICES CONTRACT FOR POLICE DEPARTMENT TO EXPERT AUTOMOTIVE SERVICE LLC (VARIOUS AMOUNTS) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Towing Services for the Police Department; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: EXPERT AUTOMOTIVE SERVICES LLC 910 W. Murdock Avenue Oshkosh, WI 54901 Total Bid: Various Amounts (see attached bid tabulation) NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Contractual Services CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City of Oshkosh 54903-1130 � � QIHKQlH TO: Honorable Mayar and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: September 10,2014 RE: Bid Award-Towing Services Contract for Police Department BACKGROUND The Oshkosh Police Department uses qualified contractors for towing services to comply with the City of Oshkosh Towing Ordinance 27-18, for towing of police vehicles as well as far impounding vehicles; and any other towing services as requested by the Police Department. While the annual Police Department costs for these services are relatively minor (e.g. under $1,400 for 2013), the potential costs for the public to access impounded vehicles under this contract may exceed $25,000 over the three year contract term. As such, staff felt this contract should be approved by the Council to be in concert with Purchasing Ordinance Section 12-10(A) of the Municipal Code. This contract will be for a three-year term through April, 2016 with the option for two, one year renewals upon mutual agreement. ANALYSIS Working with Police Department staff, Purchasing prepared specifications seeking vendors for these services. Bids were posted online on NovusVendor. Bids were received on April 3, 2014. The bid tab is attached. Staff has confirmed the bid from Expert Automotive Services LLC provided the lowest competitive rates for these towing services and their bid met all the minimum bid specifications. Expert was awarded this contract for the prior term and their rates have remained the same since 2010. FISCAL IMPACT Annual charges for these services to the Police Department budget will vary. Charges will be locked to the prices on the attached bid tab for the three year contract term. They will be charged to 100-0211-6466-00000. RECOMMENDATION Purchasing recommends the Common Council award this contract to Expert Automotive Services LLC far the prices noted on the attached bid tab.
