LUNDA CONSTRUCTION PO BOX 225 LITTLE CHUTE, WI 54140 Net Increase to Contract: $249,604 PURPOSE: Boatworks Riverwalk Restroom BE IT FURTHER RESOLVED that in order to permit the project to be completed in a timely manner and on schedule, the City Manager, or his designee, is hereby authorized to approve future change orders in an amount not to exceed the available contingency funds. No. 534-1040-7216-00000 TID #20 Fund – Boatworks / Riverwalk 0 JHK 1H ou nie wnrFn TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: September 4, 2014 RE: Award Partial Bid to Lunda Construction Contract 13-18 for Boatworks riverwalk loop west section $392,055 and Change Order#1 using additional grant funds for $249,604 BACKGROUND The City has designed and bid out the Boatworks portion of the south shore riverwalk. The bid split the project into three pieces; the first piece of the base bid for the project included the bridges required to span the riverfront at the mouth of the old marina. The second elements of the bid included the east-side ramp, shoreline protection, site demolition and clean up. The City Council awarded the bridge fabrication in January, 2014 due to the 4 to 6 months required to fabricate the bridges. The City awarded of the work on the east section of the Boatworks in February, 2014. Early in 2014, the City Council, the RDA and the Parks Board reviewed other possible public improvements in the west section of the Boafinrorks area due to changes in the available grants for additional projects in the Boafinrorks area. WisDNR had informed the City that a new grant(s) could be used for the west-side Boatworks area public improvements, but not on the bridge. City staff submitted the revised plan for the west part of the project to WisDNR for their final approval for the additional grant funds of about $350,000. The City has recently received the grant award and can now award the first park elements on the west side of the Boatworks property. This is the park restroom/shelter included in Change Order#1. The other remaining elements of the park improvements would be built in early 2015 with City grant- matching funds. ANALYSIS The City has already obtained a $592,000 grant for the bridge/riverwalk project. The City has also obtained permits from the WisDNR, the Army Corps of Engineers and the Coast Guard. Construction has been underway through 2014. The riverwalk extension will begin at the end of the Steiger Park section which is located at the base of the public fishing pier. The project will include the following elements: • West-end ramp that circles once to achieve the height required for the bridge. • A bridge span from the shoreline to the Boatworks island. • An observation platform. • A second bridge span from the island to the east shore of the Boatworks property • An east end ramp. • Hope to use one of the 1899 Railroad Bridge portals. • Shoreline protection. • Final demolition and clean up of Boatworks structures on the property. Only the bid for the west side circle on the property will be let at this time. The Change Order relates mainly to the restroom/shelter. City Staff is continuing to work on the parking lot/stormwater, trail/sidewalk connection to the neighborhood, and the kayak launch elements of the project. The Council should receive bid results on those elements of the project in the near future. Lunda is the lowest bidder for this section of trail and the original riverwalk project elements totaling $2,013,173. Change Order#1 includes two deductions for $35,700, two increases for $13,049, and one addition for the grant-funded restroom/shelter of$272,255. The net result is a Change Order for $249,604. RECOMMENDATIONS The City Council makes a partial bid award to Lunda Construction for the west section of the Boatworks riverwalk for $392,055. The City Council approves the Change Order for $249,604 which includes the new restroom/shelter. FISCAL IMPACT Total funding for the project includes $900,000 from retained savings accrued from the Steiger Park riverwalk, $592,000 plus another $350,000 in grant funds and City's 2014 CIP budgeted $1,400,000. The City's CIP funding would be paid by TID #20 increment with a donation from TID #7 and no City funding will be borrowed. Approved, lC�----il�'yiG�`°��/ �'�".. / City Manager
