Box 1130 Oshkosh, Wisconsin 54903-1130 Subject: Amendment Request Number 1 for Project Design Changes, Hydrologic Groundwater Study, and Staff/Schedule Changes Related To City Contract 14-12, Snell West Sanitary Pump Station, AECOM Project No.60316513, City Resolution Number 14-61 Dear Mr. Gulbronson, AECOM Technical Services, Inc. (AECOM) is requesting an amendment to the agreement dated February, 12, 2014, for Design Services related to this project. Justification—Design Changes The City of Oshkosh (City) Request for Proposal (RFP) dated December 2, 2013 described a below-grade submersible type pumping station with a separate control building. During the project kick-off meeting on Wednesday, February 19, 2014, it was determined that raw wastewater screening will be necessary upstream of raw wastewater pumping, in order to protect the pumps from debris and subsequent clogging. AECOM has developed a revised conceptual layout that has been reviewed and approved by City staff. The following features are anticipated to be included in the revised project design: • Raw wastewater screening: mechanical bar screen with manual bypass trash rack • Screenings washing and compaction • Access hatches and metal stairs to lower screen room • Service sink in upper screen room and hose bib in lower screen room • Deduct bid alternative for screening and compaction equipment • Flat precast concrete plank type roof with skylight for screen equipment access • Single building for all components (approximately 72 ft x 35 ft), CMU cavity wall construction, rather than separate buildings • Monorail hoist lifting device above wet well for pump removal • Above-grade valve and meter room, instead of below-grade vault This document includes proprietary data that shall not be duplicated,used or disclosed outside City of Oshkosh Department of Public Works for any purpose other than to evaluate this document.This restriction does not limit City of Oshkosh Department of Public Works'right to use information contained in this document if it is obtained from another source without restriction. • AECOM 2 Revised Budget—Design Changes We are requesting that the budget be increased by$37,582, which equals an additional 354 hours of effort including reproduction expenses. This increase in budget will cover the additional design services required to complete the additional scope. Hydrologic Background Current design drawings and geotechnical information available from the existing lift station indicate the wet well could extend to elevation 714.5 feet. The surface elevation is approximately 755.0 feet and bed rock will be encountered at about 725.2. Groundwater maybe encountered at elevation 735.0. A cross section of available information is attached. Some of the immediate area surrounding the site is considered wetlands and typically have water in them year round. According to record drawings the existing lift station foundation extends into bedrock approximately 8 feet (elevation 718). During construction of the existing lift station the groundwater dewatering effort reportedly was very extensive and negatively impacted surrounding the local water supply wells. A review of available Wisconsin Department of Natural Resources (WDNR) files was completed. Dewatering issues related to the surrounding residential wells and of impacted water from the presence of leaking underground petroleum storage tank site were confirmed. A detailed understanding of soil, bed rock, and groundwater conditions is critical to complete the design of the proposed lift station, understand and control construction issues, and limit negative impacted to the surrounding structures and water supply wells. In addition, dewatering permits will be required by the WDNR to construct the proposed lift station. Hydrologic Study Approach As was discussed in our Preliminary Layout Meeting on July 9, 2014, AECOM propose to complete a data base search of available water well records we have from the State of Wisconsin. Once the information is compiled we will prepare a base map showing well locations. In addition, AECOM proposes to subcontract the installation of three, eight inch diameter groundwater wells. The wells will be extended to approximate elevation 700.00'. The wells will be located such that they are outside the anticipated construction area but close enough to be utilized as part of the site dewatering system during construction. A groundwater pump draw down test will be completed to collect data required to model the groundwater conditions and predict the effects of site dewatering during construction. AECOM will estimate the volume and flow rate of water that maybe discharged during construction along with determining an estimated influence zone. In addition, groundwater elevations will be monitored monthly to develop groundwater seasonal elevation records. Based on this information AECOM will prepare a summary of results and prepare and submit an application for Temporary High Capacity Dewatering Well Installation, WDNR form 3300-258. We anticipate a meeting with WDNR staff will be required to discuss the results and determine if construction methods to reduce the volume and area of groundwater impacts will be required i.e groundwater cut off wall. The results of this meeting will provide an outline of the next steps required to permit the dewatering program for construction. If WDNR requires a groundwater cut off wall, AECOM will prepare a cost estimate to design a groundwater cutoff system to satisfy WDNR requirements. Once approval of the design is received from the WDNR, AECOM will prepare project specifications and plans sufficient for contractor bidding purposes for site dewatering during construction per the permit Use or disclosure of data contained on this sheet is subject to the restriction on the first page of this document. Please note we did not include the design of the cut off system, specification preparation, and WPDES discharge permit because of the high variable of costs and the unknown WDNR requirements Revised Budget—Hydrologic Study We are requesting that the budget be increased by$55,000, which equals an additional approximate 300 hours of effort including reproduction expenses and a subcontract drilling cost of $23,100. This increase in budget will cover the additional services required to prepare and submit the initial permit applications and participation in one (1) meeting with the WDNR attended by up to two (2)AECOM project team members. This task will be track separately on the invoices. Staff/Schedule Adjustments AECOM proposes to make the following changes to staff on this project. In addition a revised schedule based on the design changes has been prepared. The proposed staff change and schedule has been reviewed by City staff. AECOM staff: • Project Manager to Randy Wodrich. • Lead Process Engineer and Assistant Project Manager to Gary Greeneway. • Structural Engineer assisted by Shawn Reimes. • Civil Engineer to Tom Holtan assisted by Jesse Weber. Change in AECOM staff will not impact overall scope of work or cost. Project schedule: Attached revised schedule was updated based on increased scope for screening building request Revised Budget—Staff/Schedule Adjustments AECOM will complete the project as originally proposed in our proposal for the same rates and estimated hours. The City will not realize any cost increase due to staff changes. Additional work will be completed per the negotiated rates as provided in our proposal. The services provided will be performed in accordance with the Negotiated Fee Schedule and conditions of the General Conditions of Service—City of Oshkosh, April 2009, and as provided in our original proposal dated January 17, 2014, which are expressly incorporated into, and are an integral part of, our agreement for professional services. AECOM can begin providing these services immediately upon receipt of the signed Amendment Authorization Form (attached).
