TRAFFIC REVIEW ADISORY BOARD MINUTES
AUGUST 12, 2014
4:00 P.M.

CALL TO ORDER
Vice-chairman Dan Becker called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Herman moved to accept the June 10, 2014 minutes. Mr. Scieszinski seconded the motion.
Motion carried (4-0).
TABLED BUSINESS
1. A REQUEST FOR A TRAFFIC SIGNAL AT THE INTERSECTIONS OF
ELMWOOD/MURDOCK/VINLAND. (CURRENT CONDITION: PARTIAL STOP CONTROL)
Mr. Collins said he looked at the accident data and traffic counts for this intersection. He stated the data
supports the road diet concept. He spoke with the state of Wisconsin and was told they would like to see
the proposed layout in relation to the transition from Wisconsin Street to the Jackson Street roundabout.
He discussed the project with the City’s Planning and Engineering Departments and they recommended
bringing this before the Bicycle and Pedestrian Committee and holding an open house this Fall for public
input. He explained the goal is to implement the road diet in 2015. The focus this year is to complete the
Sawyer Street bike lanes and evaluate how the road diet concept works in Oshkosh.
Mr. Becker moved to accept this request. Mr. Haas seconded the motion. Motion lost (0-4).
Mr. Herman moved to have the City proceed with initial road diet concept plans for the intersections of
Elmwood/Murdock/Vinland. Mr. Becker seconded the motion. Motion carried (4-0).
2. A REQUEST FOR NO PARKING ON NEBRASKA STREET, EAST SIDE, FROM WEST 7TH
AVENUE TO 38 FEET SOUTH OF WEST 6TH AVENUE. (CURRENT CONDITION: 2 HOUR
PARKING 8:00 A.M. TO 6:00 P.M.)
Mr. Collins clarified the no parking would be on Nebraska Street, east side, from West 7th Avenue to 38
feet south of West 7th Avenue.
Mr. Tim Schissel, 1223 Western Street, Oshkosh, owns 609, 613, and 617 Nebraska Street. He states he
would like to see at least one parking stall on the street as there is very limited parking in the area.

Mr. Herman moved to amend item 2 to read no parking on the east side of Nebraska Street from West
7th Avenue to 38’ south of West 7th Avenue. Mr. Becker seconded the motion. Motion carried (4-0).
Mr. Herman moved to accept the amended item. Mr. Becker seconded the motion. Motion carried (4-0).
3. A REQUEST TO HAVE THE CITY PAINT OR ALLOW THEM TO PAINT STALLS FOR
PARALLEL PARKING IN FRONT OF GRACE LUTHERAN CHURCH, 913 NEBRASKA
STREET. (CURRENT CONDITION: NOT PAINTED)
Paul Voss, 6902 County Road R, said parishioners were using more space than necessary to park in front
of the church. He stated these spaces in front of the church are prime spots and would be most beneficial
for the elderly and disabled. He said if parking spaces were marked more vehicles could park there. Mr.
Voss said Mr. Kline could paint the lines if the City couldn’t do it. He went on to say Mr. Kline has
experience painting for the university.
Mr. Collins expressed concern about setting a precedent permitting private parties to paint. Mr. Becker
inquired if the lines on Main Street were bid out and would the City be liable if the parking spaces were
shorter or longer than the standard. Mr. Scieszinski asked how many stalls would be in the area. Mr. Voss
replied he measured 115’ south of the church entrance and 150’ north of the entrance. Mr. Voss thought 6-
7 vehicles could park to the south and at least 10-11 to the north.
Mr. Herman asked Mr. Collins to check to see if there is an ordinance regarding private parties painting in
the right of way, how many standard parking spaces will fit in the area, and the costs involved.
Mr. Herman moved to table this item. Mr. Becker seconded the motion. Motion carried (4-0).
STAFF STATEMENTS
Mr. Collins received a request from a citizen on Lombard Street wanting to paint the curb four feet from
their driveway. He will bring that item to the board next month to discuss in conjunction with the painting
request above. He said another citizen requested a flashing stop sign on Sawyer Street at 5th Avenue. Mr.
Collins will check to see if a flashing stop sign is warranted at this intersection.
Mr. Scieszinski asked about the pedestrian beacon on High Avenue by Sage Hall being moved. Mr.
Collins explained that he discussed this with the University and that to move the beacon a half a block
east, the sidewalk at the new location would need to be graded to meet ADA requirements and the
crosswalk at the current crossing would need to be removed. The University was looking into the cost as
they would need to fund the move. Mr. Collins said he would get an update from the university as to their
plans.
Mr. Scieszinski wondered about parking for the Riverwalk on Marion Road. Mr. Herman stated there are
five parking stalls in Stieger Park, some at Riverside Park by the hotel on Main Street, Rainbow and Abe
Rochlin Parks and there will be parking by the old railroad bridge on the south side of the river.
Mr. Herman moved to adjourn at 4:30 p.m. Mr. Haas seconded the motion. Motion carried (5-0).
