PURPOSE: APPROVAL OF PARKING REGULATION CHANGES ON THE
EAST SIDE OF NEBRASKA STREET BETWEEN WEST 6T"
AVENUE AND WEST 7TH AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-
23(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows:
A -11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
NEBRASKA AVENUE
Remove Therefrom: No parking, east side, from West 6th Avenue
south 38 feet.
Remove Therefrom: 2 -hour parking, east side, from West 7th Avenue
to 38 feet south of W. 6th Avenue 8:00 a.m. to
6:00 P.M.
Add Thereto: No parking, east side, from 38 feet south of
West 7th Avenue to West 6th Avenue
Add Thereto: 2 -hour parking, east side, from West 7th Avenue
to 38 feet south of West 7th Avenue 8:00 a.m. to
6:00 P.M.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #14 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING
TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on

September 23, 2014. The ordinance changes parking regulations on the east side of
Nebraska Avenue from West 6th Avenue to 38 feet south of West 7th Avenue.

A REQUEST FOR NO PARKING ON NEBRASKA STREET, EAST SIDE, FROM WEST
7 T1 AVENUE TO 38 FEET SOUTH OF WEST 7" AVENUE. (CURRENT CONDITION:
2 HOUR PARKING 8:00 A.M. TO 6:00 P.M.)
Mr. Collins clarified the no parking would be on Nebraska Street, east side, from West
7 "' Avenue to 38 feet south of West 7'h Avenue.
Mr. Tim Schissel, 1223 Western Street, Oshkosh, owns 609, 613, and 617 Nebraska
Street. He states he would like to see at least one parking stall on the street as there is
very limited parking in the area. (There will be 38' of space for vehicle parking.)

RE: Items Defeated by the Traffic Review Board at their May 13, 2014 Meeting
L A REQUEST FOR A TRAFFIC SIGNAL AT THE INTERSECTIONS OF
ELMWOODIMURDOCKIVINLAND. (CURRENT CONDITION: PARTIAL STOP
CONTROL)
This is a request from a citizen.
The board requested I look at accident data year to date at this intersection. There were
six accidents here year to date. Four of these accidents were related to cars turning left here.
Three of the accidents involved cars turning left from westbound Murdock Avenue onto
Elmwood Street, one of which was a DUI. Another crash occurred when a vehicle turning left
from Murdock Avenue onto Vinland Street was hit by a car traveling south on Vinland Street.
There was a rear -end accident, and one weather related collision.
The accident data seems to support the road diet concept.
The state has given their initial approval for the road diet concept. They would like to see the
proposed layout in relation to the transition from Wisconsin Street to the Jackson Street
roundabout. The Planning Department is helping put something together in CAD. I discussed
this project with the City's Planning and Engineering Departments. We discussed the
following:
1. We have decided that since this project allows for bike lanes we should take this project
before the Bicycle and Pedestrian Committee to amend the Bike and Pedestrian Plan.
2. We will then review this plan with the Plan Commission and Traffic Advisory Board one
more time since it has been almost two years since it was initially supported.
3. We will have public hearings and 1 or open house this Fall to present the plan.
4. The goal is to implement the road diet in 2015
We want to focus on completing the Sawyer Street bike lanes this year and make sure we get
them right. The shared left turn lane is new for a city LED project. The Sawyer Street project
will be a good test to see how the road diet concept works in Oshkosh.

Mr. Collins said he looked at the accident data and traffic counts for this intersection. He stated
the data supports the road diet concept. He spoke with the state of Wisconsin and was told they
would like to see the proposed layout in relation to the transition from Wisconsin Street to the
Jackson Street roundabout. He discussed the project with the City's Planning and Engineering
Departments and they recommended bringing this before the Bicycle and Pedestrian Committee
and holding an open house this Fall for public input. He explained the goal is to implement the
road diet in 2015. The focus this year is to complete the Sawyer Street bike lanes and evaluate
how the road diet concept works in Oshkosh.

It was moved, seconded and passed to have the City proceed with initial road diet concept plans
for the intersections of Elmwood/MurdockNinland.
