AUGUST 26, 2014 14-383 RESOLUTION (CARRIED___7-0____LOST_______LAID OVER_______WITHDRAWN________) PURPOSE: APPROVAL OF SPECIAL EVENT / UW OSHKOSH DEPARTMENT OF RESIDENCE LIFE / UTILIZE CITY STREETS FOR MOVE IN DAY FOR UW OSHKOSH RESIDENCE HALLS / AUGUST 30, 31 & SEPTEMBER 1, 2014 INITIATED BY: CITY ADMINISTRATION NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to UW Oshkosh Department of Residence Life (Michelle Sponholz) to utilize city streets (Cherry Street, Lincoln Avenue, Irving Avenue, Elmwood Avenue, Amherst Avenue, Osceola Street, Vine Avenue, Woodland Avenue, High Avenue, Algoma Boulevard and Scott Avenue) on Saturday, August 30, 2014, from 9:00 a.m. to 3:00 p.m., Sunday, August 31, 2014 from 8:00 a.m. to 4:00 p.m., and Monday, September 1, 2014, from 8:00 a.m. to 4:00 p.m. for their Move in Day for UW Oshkosh Residence Halls in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. Appendix A Routing plan: Students and parents were directed to enter the campus area from High Ave. They will be directed to one of two lots to check -in and get needed information. From there they are directed to their specific residence.hall that they will be unloading at. Blocking ®r Changing Right ®f Way requests The traffic flow changes are marked on the Map (Form B), A summary of all the changes we would like to make is below. One-Way Streets Cherry Street: From Scott Avenue to Irving Avenue we will have traffic in both lanes heading south. We will place a barricade at the end of Cherry Street by Irving Avenue. We will also place a sign at the beginning of the one -way on Cherry Street by Scott Avenue. Lincoln Avenue: From Cherry Street to Elmwood Avenue we will have traffic heading West in both lanes. We will place a barricade at the end of Lincoln Avenue by Elmwood Avenue. We will also place a sign at the beginning of the one -way on Lincoln Avenue by Cherry Street. Irving,Avenue: From Cherry Street to Elmwood Avenue we will have traffic heading West in both lanes. We will place a barricade at the end of Elmwood Avenue by Algoma Boulevard. We will also place a sign at the beginning of the one -way on Irving Avenue by Cherry Street. Elmwood Avenue: From Irving Avenue to Algoma Boulevard we will have traffic heading South in both lanes. We will place a barricade at the end of Elmwood Avenue by Algoma Boulevard. We will also place a sign at the beginning of the one -way on Elmwood Avenue by Irving Avenue, and at the Amherst intersection. Amherst Avenue: From Elmwood Avenue to Wisconsin Street we will have traffic heading East in both lanes. We will place a barricade at the end of Amherst Avenue by Wisconsin Street. We will also place a sign at the beginning of the one -way on Amherst Avenue by Elmwood Avenue. Appendix A Osceola Street; From Algoma Boulevard to High Avenue we will have traffic heading South in both lanes. We will place a barricade at the end of Osceola Street by High Avenue. We will also place a sign at the beginning of the one -way on Osceola Street by Algoma Boulevard. Vine Ave. From High Avenue to Elmwood Avenue we will have traffic heading North East in both lanes. We will place a barricade at Algoma Blvd. and Cherry St. to enforce the one -way traffic. We will also place a sign at the beginning of the. one -way on Vine Ave. by Cherry St., Algoma Boulevard, and High Ave. Woodland Ave. From High Ave. to Algoma Blvd. we will have traffic heading North East in both lanes. We will place a barricade at Algoma Blvd. to enforce the one -way traffic. We will also place a sign at the beginning of the one -way on Woodland Ave. by Algoma Boulevard and High Ave. Closing lanes High Avenue From New York Avenue to Wisconsin Street we will close the left lane of traffic for unloading areas. We will place a barricade at the beginning of that change starting at New York Avenue, We will also place them after the Vine Avenue intersection, Woodland Avenue intersection, Rockwell Avenue intersection, Lot 7 intersection, Lot 14 intersection, Parking Ramp intersection, and Osceola Street intersection. We will need signage indicating left lane closing ahead before the New York Avenue intersection. If needed on High Avenue, we will direct through traffic to use the closed parking lane, so that our left turn traffic and unloading traffic can use the left two lanes. We will start with just the left most lane, but if we back up, we will use the center lane as well. Algoma Boulevard From Wisconsin Street to Osceola Street we will close the left lane of traffic for unloading areas. We will place a barricade at the beginning of that change starting at Wisconsin Street We will also place one at the Elmwood intersections. We would also place a sign at Elmwood Avenue stating can only turn into the right lane. We will need signage indicating left lane closing ahead before the Wisconsin Street intersection. Elmwood Ave. After creating the stretch of Elmwood Ave. from Irving Ave. to Algoma Blvd., a one -way street heading south, we will dose off the right hand lane for unloading in front of Horizon Appendix A Village, and then allow drivers to pass using the left hand lane. We will place a barricade and signage at the corner of Elmwood Ave. and Algoma Blvd to prevent drivers from using Elmwood Ave. traveling North. Closed Streets to Through Trafffic_- Local and Unloading Traffic Only Lincoln Ave. (From Wisconsin St. to Elmwood Ave.) We would like to close Lincoln Ave. from Wisconsin St. to Elmwood Ave to through traffic, so that if our unloading lines get backed up, we will not have other traffic trying to get into the unloading traffic. Irving Ave. (From Wisconsin St. to Elmwood Ave.) We would like to close Irving Ave. from Wisconsin St. to Elmwood Ave to through traffic, so that if our unloading lines get backed up, we will not have other traffic trying to get into the unloading traffic. Amherst Ave. (From Wisconsin St. to Elmwood Ave.) We would like to close Amherst Ave. from Wisconsin St. to Elmwood Ave to through traffic, so that if our unloading lines get backed up, we will not have other traffic trying to get into the unloading traffic. Vine Ave. (High Ave. to Elmwood Ave.) We would like to close Vine Avenue from High Avenue to Elmwood Avenue to through traffic, so that if our unloading lines get backed up, we will not have other traffic trying to get into the unloading traffic. Woodland Ave. (High Ave. to Algoma Blvd,) We would like to close Woodland Avenue from High Avenue to Algoma Boulevard to through traffic, so that if our unloading lines get backed up, we will not have other traffic trying to get into the unloading traffic. Closing the Parking Lane We would like to have no parking on the following streets for the three days of move in. • High Avenue from New York Avenue to Wisconsin Street • Cherry Street from Scott Avenue to Irving Avenue • Lincoln Avenue from Cherry Street to Elmwood Avenue Appendix A • Osceola Street from Algoma Boulevard to High Avenue • Algoma Blvd. the 4 street parking areas in front of Reeve Union, Albee Hall, and Dempsey Hall. Vine Avenue from High Avenue to Cherry Street Woodland Avenue from High Avenue to Algoma Boulevard Direction help Signage: We would like to place signs at intersections, and other various points to direct people to their residence halls. Forms C and D indicate where signs would be placed, Barricades: We will be placing barricades in the lanes of the right of way that we will be blocking. In total we will be using258 barricades. Locations are labeled on Forth E Comes: On High Avenue to separate unloading traffic from through traffic, on Elmwood Avenue to separate unloading traffic from through traffic, on the one -way street at Cherry Street, lot 10, lot 14, lot 18, lot 23, lot 25 and lot 27, we will be using cones to separate different lanes of traffic for different halls and to label unloading areas. Locations can be seen on Form G. Communication Students We sent out a mailing at the end of June informing students to go to our web page, www.housing.uwosh.edu/move-in, to view the rules for move in and to see the routes that will be needed. Also we will have the signage as they enter campus. Public We will send out a press release to the public informing them of move in days and also let them see the web page, www.housing.uwosh.edu/move-in, so they know what areas to avoid. Enforcement Staff We will have staff in the unloading zones making sure that students do not exceed 20 min in the unloading areas so that other students can get unloaded. They will also be assisted by student Appendix A volunteers to unload their vehicles. University Police and Campus CSO's will also be in each unloading area and enforcing traffic at key areas. Locations of traffic enforcement are listed on Form F. Staff will also direct students to the assigned lot to park. They will hand the students a direction sheet to the assigned lots as they leave the unloading area. Unloading passes Each student will receive an unloading pass that is color specific for his or her unloading zone. These will be placed on rear view mirrors of vehicles once they enter campus. This will assist in directing traffic, and it will ensure that students only bring one vehicle at a time through the unloading areas. Students will receive these in a mailing the second week of August. Parking /Traffic Lots for Parking Students will be directed to these lots from the unloading areas. Each area is assigned a different lot, Assignments can be seen on Form B if you follow the arrows. Lots for unloading Unloading lots will be closed on Thursday, August 28, at 5:OOpm. Any vehicles that are left in the lots on Saturday, August 30, at 7:00pm will be towed to the remote lot (lot 35). Lots for Check -in Check -In lots will be closed Thursday, August 28, at 5:00 pm. Any vehicles that are left in the lots on Saturday, August 30, at 7:00pm will be towed to the remote lot [lot 3S). To- .......-.. wing Any vehicle that is in the unloading area for longer than 20min will be towed to a remote lot. We have contracted Expert Towing to be on site for Saturday, August 30, 2014 through Monday, September 1, 2014 Rain Plan Tents In case of inclement weather, we are providing 4 tents to keep people and items dry in the unloading areas. Form H will show you where tent locations will be. We will work to get items into the buildings as fast as possible while still keeping hallways clear if the weather is bad. Appendix A Set -up and Take Down Street signs, Ones and Barricades We will set all signage, cones, and barricades up each morning at 6:0 0 am so they are not Iost overnight, and so that normal traffic flow can occur after we are done for the day. All items should be taken down by 6:00pm Tents We contract with Oshkosh Tent and Awning to provide set up and take down for our tents. The 4 tents will be put up on Friday, August 29, and taken down on Tuesday, September 2. Refer to form H for locations. What we need fr ®m the City ®f Oshkosh Cones We have about 20 cones on campus that we can use. We are looking for an additional 7O cones. Barricades We have 14 barricades on campus that we can use. We are looking for an additional 12 barricades. Two of the barricades should be type 3 barricades. Si_gnage We will need to use no parking signs from the city to close off street parking on Algoma Blvd., Cherry St., Lincoln Ave., Vine Ave, Woodland Ave, and Osceola St. For the changing of the right of way or closing off lanes, we would need 4lane closed ahead signs.
