($107,600.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for boiler and pump replacements for City Hall Mechanical Building; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: B&P MECHANICAL, INC. PO Box 2002 Appleton, WI 54912 Total Bid: $107,600.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 54903 -1130 —0— QlHKOIH TO: FROM: DATE: City of Oshkosh Honorable Mayor and Members of the Common Council Jon Urben, General Services Manager August 18, 2014 Bid Award- City Hall Boiler 1 and Pump Replacement BACKGROUND The City Hall Mechanical Building houses two boilers for the City Hall complex. Both boilers are 30+ years old and have exceeded their normal ASHRAE expected service life. In the last several years Boiler 1 has required several repairs to stop assembly plate leaks. Unfortunately the unit began leaking again this past spring and repairs are no longer feasible. Additional investigation has found the two 30+ year old system boiler pumps were also failing due to age in providing the necessary water Bow for the boiler system. Because of these factors, and because of the impending heating season needs, our engineer from Summit Designs recommended an immediate replacement of Boiler I yet this year and to have Boiler 2 replaced in 2015. There is $250,000 allocated in the HVAC /Roofing Replacement Program in the 2014 CIP. Summit Designs was engaged to review and prepare bid specifications for this project. The new boiler and pumps will be more energy efficient and will include variable frequency drive (VFD) components that will also qualify for Focus on Energy rebates. ANALYSIS Working in with Summit Designs, Facilities Maintenance and Electrical Division staff, Purchasing prepared bid specifications, seeking vendors for this project. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on August 8, 2014. The bid tab is attached. Staff and Summit Designs have confirmed the low bid from B &P Mechanical Inc. have met all the minimum bid specifications. FISCAL EVIPACT The total fiscal impact of the low bid for this project will be $107,600. The 2014 Property Improvements CIP budgeted $250,000 for HVAC/Roof Replacement Projects. With the inclusion of this project and factoring in current/pending 2014 HVAC/Roofing projects there are sufficient funds for this project. This project will charged to AIN4 323 - 0130.7214- 06435. RECOMMENDATION Purchasing recommends the Common Council award this bid to B &P Mechanical Inc. for $107,600.
