PURPOSE: AWARD BID FOR ROOF REPLACEMENT FOR WASTEWATER
TREATMENT PLANT LIFT STATIONS TO VIDMAR ROOFING, INC.
($34,680.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof
replacement for the Wastewater Treatment Plant lift stations; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
VIDMAR ROOFING, INC.

Total Bid: $34,680.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- WWTP Lift Station Roof Replacements
BACKGROUND
Three Wastewater Treatment Plant (WWTP) Lift Stations have roof areas and related components
that were in need of replacement due to deterioration or age including shingles, gutters, and
soffits. These include the Northside Lift Station (and Chemical Building), the Lakeview Lift
Station and the 281h Avenue Lift Station. Specialty Engineering Group (SEG) was secured to
provide a full assessment of the necessary repairs and assist in providing bid specifications. Per
SEC's recommendations the bid specifications also included replacement of perimeter and
projection flashing metal, seamless gutters and downspouts, and static vents, chimney repointing
and soffit replacement as needed.
ANALYSIS
Working with SEG and WWTP staff, Purchasing prepared bid specifications seeking vendors for
this project. Bids were advertised in the local paper and posted online on NovusVendor. Bids
were received on August 7, 2014. The bid tab is attached. Staff and - SEG have confirmed the
sole bid from Vidmar Roofing Inc. is a competitive price for this scope of work and their bid met
all the minimum bid specifications.
FISCAL EVIPACT
The total fiscal impact of this bid is $34,680. The Lift Station Roof Replacement Projects in the
2014 CIP and carryover 2013 CIP have a total budget amount of $27,000 and will be charged to
AN 9: 551 - 1910 -1721- 00000. The remaining overage of $7,680 will be charged to the surplus
balance of $64,280 remaining in the 2014 CIP Primary Clarifier Sludge Pump Replacement
Project under the same AN 4 above.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Vidmar Roofing Inc. for
$34,680.
