PURPOSE: APPROVAL OF AMENDMENT TO AGREEMENT FOR
ENGINEERING SERVICES WITH AECOM TECHNICAL SERVICES,
INC. FOR THE DESIGN OF THE SNELL ROAD SANITARY SEWER
PUMP STATION IN THE AMOUNT OF $92,582.00
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services related to the design of
the Snell Road sanitary sewer pump station; and
WHEREAS, it has been determined that additional engineering services would be
needed to prepare the design in order to provide raw wastewater screening and to provide
detailed hydrologic data needed for construction. Also included are the installation of three
groundwater wells, a groundwater pump draw test, and preparation of summary results.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-
16 of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Engineering Services Amendment for Design of the Snell Road Sanitary Sewer Pump Station
I AECOM Technical Services, Inc. ( AECOM) ($92,582)
BACKGROUND
The City is planning on constructing the Snell Road West Lift Station, which will replace the existing
Fountain Avenue Lift Station. This construction is part of a multi -phase construction process over the
next several years. Currently, the sanitary sewer collection system to the east of the existing pump
station is at capacity, hampering future development. The overall construction will re -route some of the
existing flows to the proposed lift station, which will give the sanitary sewer additional capacity providing
the City the potential for future development. In February 2014, AECOM was ehoseo to provide these
design services.
ANALYSIS
During the kick -off meeting, it was determined that additional services would be needed to prepare this
design in order to provide raw wastewater screening and to provide detailed groundwater hydrologic data
needed for construction. These services include additional design services, environmental records
research, installation of three groundwater wells, a groundwater pump draw test, and preparation of
summary of results and a Temporary High Capacity Dewatering Well Installation application for the
Wisconsin Department of Natural Resources.
FISCAL IMPACT
The cost of these additional services is $92,582, which brings the total agreement amount to $230,416.
Funds for this project are included in the Wastewater section of the 2012 Capital Improvement Program
(CIP).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposal and in accordance with Section 12 -16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
