RE: Emergency Repair of WWTP Standby Generator
BACKGROUND
The Wastewater Treatment Plant has two backup Cummins generators and both need to be
operational to manage plant processes during a power outage. In late May of this year both
generators were running due to a storm with lightning approaching. One of the generators shut
down due to a high temperature condition. As the generator is a critical piece of operating
equipment the Cummins generator service provider (Cummins N Power, LLC) was engaged
immediately to investigate the cause of the shutdown.
ANALYSIS
Cummins' investigation into the shut down found a crack in the filler neck joint on the external
cooling system that caused an anti - freeze leak. Because of potential concerns about internal
engine damage due to the high temperatures the engine was then inspected. The inspection
concluded the cylinder heads were damaged and the generator had to be rebuilt. A purchase
order was issued to the Cummins N Power, LLC on June 6, 2014 to address the necessary repairs
to the generator.
FISCAL IMPACT
The total cost of the emergency repairs for this generator was $48,192.43. The repairs were
charged to WasteWater Utility's operating budget account numbers: '551- 1940 -651' -0000 and
551 -1940- 6426 -0000.
RECOMMENDATION
Section 12 -14 of the Municipal Code provides that subject to approval of the City Manager, the
City may enter into agreements without following a competitive bidding or quotation process for
purchases when warranted by an emergency situation that threatens the public health, safety, or
welfare and all of the following conditions exist: was unforeseen, calls for immediate action, and
cannot be responded to using established procurement methods. In accordance with Section 12-
14 of the Municipal Code, I am hereby submitting a report of this purchase to the Common
