PURPOSE: APPROVAL OF AGREEMENT FOR ENGINEERING SERVICES
WITH CH2M HILL ENGINEERS, INC. FOR PELIMINARY DESIGN
OF THE WATER FILTRATION PLANT CLEARWELLS IN THE
AMOUNT OF $141,370.00

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with CH2M HILL Engineers,
Inc. for preliminary design of the Water Filtration Plant clearwells in the amount of one
hundred forty one thousand three hundred seventy dollars ($141,370.00)

RE: Approval of Engineering Services Agreement for Preliminary Design of Water Filtration
Plant's Clearwells 1 CH2M HILL Engineers, Inc. (CH2M HILL) ($141,370)
BACKGROUND
The Water Filtration Plant stores treated drinking water in structures called clearwells, prior to pumping it
into the water distribution system. These clearwells are buried, cast -in -place concrete structures that
range in age from 51 to 94 years old. In the 2007 and 2010 sanitary surveys of the City's water system,
the Wisconsin Department of Natural Resources (WDNR) identified deficiencies with these structures.
The most recent inspection of these structures indicate that they are in fair condition, at best, and are in
need of replacement, based on their age and the WDNR - identified code deficiencies. In
December 2012, an agreement was approved to have CH2M HILL study design options for replacement
of the clearwells.
ANALYSIS
A meeting was held with the WDNR Water Supply representatives, CH2M HILL, and Water Filtration
Plant staff to review the CH2M HILL study and discuss the options presented in the study in relation to
the Drinking Water Code requirements. The discussion confirmed the viability of the options presented in
the study, but the WDNR also identified issues with the piping connections to the clearwells and with the
wet well of the 1985 pumping station that they would also like addressed. This engineering agreement will
allow for the incorporation of these items, the refinement of the study options for the selection of the final
design, and to begin the application process for the Safe Drinking Water Loan Program. This completion
date of the construction of this project is projected to be 2019. Due to the retirement of two debt issues in
2018 and 2019, from the Water Filtration Plant construction, this project should be able to be funded
without increasing our water utility debt service at that time.
FISCAL IMPACT
This agreement is for $141,370. Funds are available in the Property Improvements Section (Water Utility
Funds) of the 2014 Capital Improvement Budget.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed this amendment and in accordance with Section 12 -16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
