HomeMy WebLinkAbout12. 14-363 AUGUST 13, 2014 14-363 RESOLUTION (CARRIED__6-0______LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF 2014 PROGRAM FOR NEW SIDEWALK ON TH WEST 20 AVENUE AND WEST SOUTH PARK AVENUE INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: That sidewalks and handicap ramps be constructed according to the established grade pursuant to Section 66.0907 of the Wisconsin Statutes, and the ordinances of the City of Oshkosh on the following locations: th Southeast quadrant of the West South Park Avenue (STH 44) and West 20 Avenue Intersection Southeast quadrant of the West South Park Avenue (STH 44) and South Koeller/Knapp Street Intersection (0 Of HKO1H ON THE WATER MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Steven M. Gohde, Assistant Director of Public Works Son DATE: August 7, 2014 RE: 2014 Program for Construction of New Sidewalk on Various Streets BACKGROUND Per State Statutes, the Common Council is required to pass a resolution which approves the locations desired for the installation of new public sidewalk. The past emphasis for those installations has been curb /gutter streets which are designated as arterials or collectors because of higher vehicular traffic volumes. ANALYSIS The 2014 program is proposed to install sidewalk and handicap ramps in the southeast quadrant of the West South Park Avenue (STH 44) and West 20th Avenue intersection and a handicap ramp in the southeast quadrant of the West South Park Avenue (STH 44) and South Koeller Street/Knapp Street intersection. The purpose of installing the ramps is to coordinate with the Wisconsin Department of Transportation (WDOT). The WDOT will be upgrading the traffic signals at these intersections. By placing the ramps now, the WDOT will install pedestrian signals with the new traffic signals. Future projects will install other sidewalk sections to connect these intersections to other sidewalk in the City. I have attached a copy of a letter sent to abutting property owners for reference. Property owners, who will have an expense, have been notified that Common Council action will occur on August 12, 2014. FISCAL IMPACT Funding is included in the 2014 Capital Improvement Program. Property owners are charged for 100% of the sidewalk construction expense abutting their land and the City pays for handicap ramp installations at intersections. The proposed sidewalk will only be installed at the intersection to create pedestrian crossings at the intersection. The total length of the sidewalk to be installed is estimated to be less than 150 feet. The City will construct, at no expense to the property owner, two handicap ramps to connect the new sidewalk to the street. The Wisconsin Department of Transportation will then perform traffic signal upgrades to include pedestrian crossing signals. This informational letter is being sent to you, as an affected property owner, prior to the Common Council adopting a resolution ordering the completion of this construction. If this resolution is approved, another notice will be sent which gives you a deadline to install the sidewalk with a licensed contractor of your choice. Most property owners ignore this notice and let the City's contractor install the sidewalk. There is no penalty if you choose to let the City build the sidewalk, You only pay for the sidewalk constructed along the frontage of your property. The August 12th meeting will be held at 6:00 p.m. in the Council Chambers on the 4"` floor of City Hall. You may appear and voice your opinion on the proposed installation of sidewalk at the Common Council meeting.
