PURPOSE: APPROVAL OF AMENDMENT TO AGREEMENT FOR
ENGINEERING SERVICES WITH AECOM TECHNICAL SERVICES,
INC. FOR THE DESIGN OF STORMWATER DETENTION BASINS
IN THE CAMPBELL CREEK WATERSHED IN THE AMOUNT OF
$62,698.00
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services related to storm water
modeling and design services for Campbell Creek Detention Basins; and
WHEREAS, additional engineering services are necessary in order to complete the
th
modeling and design for the 9 and Washburn Area Detention Basin.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-
16 of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

Amendment to Engineering Services Agreement
Campbell Creek Detention Basins Storm Water Modeling and Design
AECOM 1$62,698
BACKGROUND
A professional services agreement for storm water modeling and design services with AECOM was
reported to the Common Council on October 26, 2010. The contract was previously amended to include
additional modeling and design services during the permitting of the Armory Area Detention Basin.
During the course of performing the services within this contract, it was determined that additional
services were necessary in order to complete the modeling and design for the 9th and Washburn Area
Detention Basin,
ANALYSIS
The additional services provided by AECOM include the analysis of additional alternatives to reduce
impacts to the onsite wetlands, additional meetings with state and federal agencies relating to the
permitting of the 91h Avenue and Washburn Street area site, and additional modeling to further define the
areas benefitting from the project. These services were necessary in order to obtain the appropriate state
and federal permits in order to construct the project.
FISCAL IMPACT
Staff has reviewed the amendment and costs. The amount of this contract amendment is $62,698. This
will raise the total contract amount to $539,441 (not to exceed ). These services will be funded through
the Storm Water Utility, Funds are available within the Storm Water Capital Improvements Program for
these additional services.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed this amendment and in accordance with Section 12 -16 of the Code, I am hereby
recommending that the Common Council approve the award of this engineering services amendment.
