PURPOSE: AWARD BID FOR FLOORING REPLACEMENT FOR SAFETY
BUILDING TO H J MARTIN & SONS INC. ($52,493.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Flooring
Replacement for the Safety Building; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $52,493.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- Flooring Replacement for the Safety Building
BACKGROUND
Facilities Maintenance staff has been working on several office modifications within the Police
Department areas of the Safety Building to enhance their operational efficiency, communication
and work flow. These projects began last fall and include updates to the Patrol Operations
Center, the Police School Liaison Offices, the Detectives Division, and Word Processing. These
modifications also include replacing much of the carpet within the areas, as it has experienced
significant wear and tear from the heavy traffic of a 2417 operation. The new flooring will be a
combination of commercial grade high traffic carpet tiles, vinyl commercial tile (VCT) and
porcelain tile. All of these flooring products are designed for high traffic areas, have proven
durability, and will reduce maintenance and custodial costs.
ANALYSIS
Working in conjunction with Facilities Maintenance and Police Department staff, Purchasing
reviewed and prepared proposals seeking vendors this flooring replacement. Bids were
advertised in the local paper and posted online on NovusVendor. Bids were received on July 22,
2014. The bid tab is attached. Staff review of the bids concluded the low bid from HJ Martin and
Sons Inc. met the minimum bid specifications.
FISCAL IMPACT
The total combined fiscal impact of this bid is $52,493. This bid will be funded from Safety
Building Fund A/N #: 329 -1030- 7214 - 00000. With this award, and the modifications work to
date, we anticipate this fund will have a balance of approximately $17,000 remaining.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to HJ Martin and Sons Inc. for
$52,493.
