PURPOSE: ADOPT REVISED GO TRANSIT ROUTES 7 & 9
INITIATED BY: TRANSPORTATION DEPARTMENT (TRANSIT ADVISORY BOARD
RECOMMENDS ADOPTION, 5-0)
WHEREAS the Common Council of the City of Oshkosh adopted the 2011 GO Transit
Transit Development Plan on July 13, 2011 (Resolution 11-294) with the understanding that
the major route system changes from the current system be approved by Common Council
following a recommendation from the Transit Advisory Board; and
WHEREAS a public hearing was held at the Transit Advisory Board on July 16, 2014 to
provide an opportunity for passengers and interested parties to comment on four potential
service alternatives for Route 9, and
WHEREAS, the Board recommends the adoption of Option #4 which modifies Routes
7 and 9 service.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh, that revised GO Transit Routes 7 and 9 be implemented according to staff’s
identified Option #4 attached hereto.
BE IT FURTHER RESOLVED that the revised transit routes be implemented beginning
on September 29, 2014.

RE: Resolution to Adopt Revised GO Transit Routes (Routes 7 & 9)
Background
GO Transit's route 9 currently provides bus service to locations west of highway 41. Route 9
serves major destinations like, Walmart, Mercy Medical Center and Aurora Medical Center every
30 minutes and serves the outlet mall, SW Industrial Park, Carl Traeger Schools and 20thi Ave
YMCA every 60 minutes.
On October 21,2013, Route 9 began to serve both hospitals via their parking lots, as well as an
additional trip deviation to Carl Traeger School in the morning. This coverage was added in
response to rider and community feedback. It was hoped that there would be enough time within
the route schedule to accommodate the improved access to the hospitals without reducing service
elsewhere. Unfortunately, Route 9 has been running late on critical trips, especially during the
school year and peak ridership periods. This causes frequent missed transfers to Route 6.
Reliability needs to be maintained in order to preserve and grow ridership.
At the July 16, 2014 Transit Advisory Board Meeting, the board reviewed four options to alter
route 9. All options reduced the route's mileage by ending service to either the 20th Ave YMCA;
outlet mall and SW industrial park; or N. Westhaven Drive (between Aurora Medical Center
driveway&Witzel Ave). In order to solicit comments and encourage attendance at the board
meeting, staff had placed information about all options on buses, at the downtown transit center,
Facebook and website. Public comments were provided to GO Transit in advance of the board
meeting and several riders also attended the board meeting. The majority of the comments
favored maintaining service to the outlet mall and YMCA segments of the current route. After
considering all comments, the Transit Advisory Board voted to recommend "Option 4."This
option would maintain route 9 service to the outlet mall, SW industrial park and 20th Ave
YMCA. The recommended option would eliminate service along N. Westhaven Drive and
extend the current route 7 to provide service into Aurora's parking lot (similar to how route 9 had
previously served this location).
Analysis
Included in the Council packet is the analysis provided during the July 16th Transit Advisory
Board Meeting, The materials include the options considered and ridership data by bus stop.

Impact of Change -
The proposed change ("Option 4")has several benefits for riders. First, route 9's mileage would
be reduced,which would create consistent reliability and improve transfers to route 6 at
Walmart. Second, service to the majority of current bus stops, including the outlet mall, Waukau
Ave, SW industrial park,20`t'Ave YMCA, and Carl Traeger School would be maintained.Last,
front door service to Aurora would be maintained by using route 7. For riders originating from
downtown, an added benefit is that a transfer would no longer be required to get to Aurora:
Under the current routes,-riders would take route 6 to Walmart and then transfer to route 9 for
front door service to Aurora. Under the proposed route changes, riders would take route 5 from
downtown. The route 5 bus turns into route 7 on Westowne Ave, so there would be no transfer
between buses.
There are a few disadvantages to the proposed change. Service would be eliminated on N.
Westhaven Drive between Witzel Ave and Aurora Medical Center's driveway. Four stops along
N. Westhaven would lose service. The bus stops on N. Westhaven near Aurora's ER entrance
and near Witzel Ave(@ Kwik Trip)have above average rider activity.The bus stop on N.
Westhaven near Aurora ER entrance provides relatively close access to clinics that are on the
east side of N. Westhaven Dr. To account for this lost access, staff would look at adding a bus
stop near the end of Aurora's driveway or on N. Westhaven just before Westowne Ave. The
other bus stop with above average rider activity is near Kwik Trip on N. Westhaven. It provides
access to destinations and residences near the intersection of Westhaven& Witzel.Under the
proposed new route 9, GO Transit would move this bus stop to the southwest corner of Witzel &
Westhaven to preserve this access. The remaining two bus stops along N. Westhaven have
minimal ridership activity (averaging 1 or fewer passengers per day). -
Fiscal Impact
There is no fiscal impact associated with this change. The proposed changes to routes 7 & 9
would not add any additional hours or costs to GO Transit's existing service. Removal and
installation of bus stops would be completed within the 2014 operating budget.
Recommendation
Staff recommends approval of this resolution. Pending Council approval,the intention is to
implement changes to routes 7 and 9 on September 29, 2014. This will allow staff enough time to
prepare for the change and notify riders.

DISCUSSION OF ROUTE 9
In October 2013, Route 9 was changed in order to serve the two hospitals via their parking lots.
Unfortunately, this has impacted Route 9's reliability. During a.m. &p.m. peak ridership
periods, Route 9 has struggled to maintain on-time performance and has missed transfers to/from
Route 6 on critical trips.
Since reliability is a key to preserving and growing ridership, staff has reviewed time saving
options for this route. During a trial period in January 2014, several drivers utilized Witzel Ave.
instead of Hwy. 21 to go from Oakwood Rd. to Westhaven Dr. This had potential to save a small
amount of time, but occasional traffic at the Witzel Ave. & Westhaven Dr. traffic light canceled
out any time savings and in some cases delayed the route more.
Staff has developed four options to modify Route 9 to increase on-time performance. These four
options were posted on the buses for public comment on Friday, June 27th. The public was
invited to comment on the options. The options were also mailed to the 20th Street YMCA and
Outlet Shoppes for comment. The four options are attached. Status quo is not one of the options
as we need to ensure on-time performance and reliability. Also, all of the options involve
removing the path of travel from Hwy. 21 to Witzel Ave. This section of the•route is in the
Town of Algoma and therefore is not beneficial to the system. Three of the options involve
traveling down N. Westhaven Dr. between Witzel Ave. and Hwy. 21. There may be some
benefit and potential for ridership on this stretch.
Option 1 —Route 9 would use Hwy. 44 to shorten the outlet mall segment. Instead of traveling
on Hwy. 21, Route 9 would take a right on Witzel Ave. and use N. Westhaven to access Aurora.
There are potential benefits to riders on N. Westhaven Dr. under this option. The downside is
losing the stops closer to the Outlet Mall and to the south of the Outlet Mall near the condos.
Option 2—Route 9 would no longer provide regular bus service to the 20th Ave. YMCA.
During the school year, Route 9 would deviate in the morning and afternoon to maintain service
for Carl Traeger start and dismissal times. The route would also stop at the YMCA twice a day
during these times so there would be two daily stops at the 20th Ave. YMCA during the week.
This would allow anyone that wanted a stop there to do so in the morning and also allow the kids
that go to the YMCA after school to utilize the bus service. During other times of the day, the
closest stop to the 20th Ave. YMCA would be the stop at Oakwood Rd. and 20`h'Ave. Option 2
would.also involve turning right on Witzel Ave. and using N. Westhaven Dr. for access to
Aurora. This option would still allow limited service to the YMCA(which hasn't seen a lot of
ridership).
Option 3—Route 9 would no longer service south of 20th Ave. to the Outlet Mall, Waukau Ave.
or the southwest industrial park. The route would remain the same all day increasing the
frequency of service to the 20th Street YMCA to 30 minutes. This option would also involve
traveling on Witzel Ave. to N. Westhaven Dr. for access to Aurora. This option would increase
predictability and reliability by shortening the route a bit.
Option 4*—This option would use Route 5 to serve Aurora. Route 9 would then head east on
Witzel Ave. back to Wal-Mart and not serve N. Westhaven Dr. We still are doing some research
to see how feasible it is for Route 5 to serve Aurora. We are evaluating if Route 5 has enough
time or what else would have to change to allow Route 5 time. The benefit to this option is it
would provide a direct route from downtown to Aurora. The downsides are we would lose the
stop on N. Westhaven Dr. by Kwik Trip (we would look at moving it across Witzel)and access
for west side residents to Aurora would be more challenging.
*During the TAB meeting, staff concluded that route 5 would not have time within its schedule to
serve Aurora. Staff revised this option to using route 7(instead of 5) to serve Aurora. This
revision also alleviates the issue related to west side residents noted above.

"I am responding to the recent Route 9 rider alert. I'd prefer Option #4 as long Route 5
would pull into Aurora Hospital like Route 9 does."
"I use the number nine bus to access the sw industrial Park. Any of the options of
1,2,and 4 would be great as they would access the sw industrial Park."
"Please keep the outlet mall loop on route 9. I use this for commuting to work on north
main st. Weather permitting, I also combine the bus and bike option. I live a Hunters
Ridge and they are once again adding 3 more Senior Apartment buildings. Demand for
a continued stop at Elk Ridge will only grow."
"1 have become aware that you are planning to change Route 9. I work at the Hawthorn
Suites and use Route 9 to get to work. Because Options 1 and 3 do not go out to the
Hawthorn these options would not work for me. So I would request that when you make
the change to Route 9 that you choose ether Option 2 or 4."
A rider called to vote to keep the route to the YMCA as she uses it frequently for the
resistance pool_
"I like the way it is now because it stops at both the outlet mall/industrial park and the Y,
and not only because of shopping or recreation, but because of all the jobs in those
areas.The average citizen should be able to rely on public transportation to service all
areas of the city but if it really is that unreliable then I agree with improving it but I
always see route 9 on time, if not, early."
From Carl Traeger Middle School:
"I am comfortable with any option that continues to provide service for Carl Traeger
Elementary students at the times students need transportation. We do have some
parents who use the bus to come to school to pick up their children if ill, etc and would
be inconvenienced by a tripper. Students are to be in their seats at 7:55 and are
dismissed at 2:35. We would like to have students arrive after supervision begins at
7:30 and board the bus by 2:50. The current stop on 20th ave is quite a distance from
the elementary side and is not protected during inclement weather. It is closer for
elementary students for the stop to be on Woodstock. Next year early release is at 1:35
on selected Wednesdays. We would ask that the bus be available on those dates as
well."
From Carl Traeger Elementary School:
"I also have kids who ride the city bus and our start and end times are different than the
elementary school. We start at 8:19 and end at 3:37. We would need services that are
conducive to these times.:"
From YMCA:
"Obviously, we would like to retain service to the Y but fully understand changes if the
ridership is not there to support service. Good luck with your decision."
From Outlet Mali:
"1 have reviewed the options and assume they are being considered due to ridership
numbers. I know that there are not many utilizing the service to the Outlet Shoppes but
there are some employees that could not work at our center without the service. With
that in mind I would favor Option #2 or#4 which seem to continue service to the center
and around via Waukau.. Option #1 though would bring service to the corner of 44 &
Washburn which would not be too long of walk to the center and allow some savings as
well. I could live with that as my alternate choice."
Public Comments Received During to. the Transit Advisory Board
Meeting on 7116/14
Dave Slate, of 3175 White Tail Lane, stated his concern is to maintain service on
Waukau Ave. He believes there will be an increase in demand in this area because it
services the industrial area and senior housing. Mr. Slate uses the bus here in
conjunction with his bicycle to get to his job on N. Main St. While there are limitations
with the hourly service, he is very happy and pleased to have service. He would like to
see 30 minute service as with other routes.
Charles Hodge, of 202 Oxford Ave., stated he is in complete agreement with everyone
except where Route #5 comes in. He would like an option where a stop could be placed
back where it used to be just adjacent to Festival Foods.
Mary McCourt, of 533 School Ave., is not pleased with the changes. She does not want
to lose the stop at Witzel Ave. and Westhaven Dr.
Carol Lord, of 151 Eagle St. Simianna Ill, would like to have service continue to the
YMCA on 20th Ave. She stated she utilizes this service to access the resistance pool
there, which is not available at the downtown YMCA location.
Steve Miller, of 426 W 18th Ave., stated he utilizes the Route #9 bus to go to his doctor
at Mercy Medical Center, and the Route #7 to Target. He said the Route#7 option to
Aurora eliminates the dead spot on Oakwood Rd.
Charles Hodge, of 202 Oxford St., stated the distance between the transfer center and
Festival Foods, Theda Care, and Aurora Behavioral Health is an awful long way to go
for someone in a wheel chair or walker or something like that. He implored the board to
consider the hardship involved in traveling to those businesses. A lot of elderly and
disabled people used to use this Festival Foods stop.
