RE: Agreement for Master Planning Services for Menominee Park Zoo- FEH
Associates, Inc.
BACKGROUND
The current Menominee Park Zoo Master Plan was last updated in 1999. Since that time
the Zoo has undergone the construction of several new exhibits and elimination of other
exhibits. As such, the Menominee Park Zoo Master Plan is in need of updating to reflect
those changes and consider future improvements. The 2014 CIP Property Improvements
allocated $30,000 for this update. Working with Parks Department staff, the Purchasing
Division solicited a RFP from architectural /engineering firms to complete the update to
the Menominee Park Zoo Master Plan. The RFP sought architectural firms to address the
following elements: provide recommendations and estimated costs for new exhibits,
evaluate existing exhibits for safety and USDA compliance and provide
recommendations /estimated costs for improvements, incorporate ideas for an expanded,
improved aviary and incorporate ideas for a new education building.
ANALYSIS
Four proposals were received from firms on July 12, 2014. An evaluation committee
consisting of members of the Zoological Society and Parks Department staff reviewed the
proposals. It was the consensus of the evaluation committee that the proposal from FEH
Associates Inc. be awarded this project, based on their recent experience in working on
similar zoo master plan projects, their membership in the AZA (Association of Zoos and
Aquariums), their experience in evaluating exhibits for safety and USA requirements and
their work on individual exhibits at various zoos. The project timeline is to begin
immediately with anticipated master plan approval by the end of 2014.
FISCAL IMPACT
The cost of FEH Associates, Inc. services is estimated not to exceed $29,800. The 2014
CIP Property Improvements allocated $30,000 for this project.

RECOMMENDATION
Section 12 -16 of the Municipal Code provides that subject to approval of the City
Manager, the City may enter into professional service agreements without following a
competitive bidding or quotation process. In accordance with Section 12 -16 of the
Municipal Code and because this agreement is in excess of $25,000, I am hereby
submitting a report of this purchase to the Common Council. If you have any questions
