Rohloff, City Manager DATE: July 11, 2014 RE: Purchase Pursuant to U.S. Communities Cooperative Purchase for Traffic Control Devices- Transportation Department ($36,413) BACKGROUND The Safe Routes to School (SRTS) program identified two intersections where improved pedestrian crossing facilities are needed. These are the intersections of South Park and Delaware and 9`h and Minnesota. Both are higher traffic intersections with heavy pedestrian traffic during the school year. The proposed upgrades were approved by the Common Council in January, 2011 under a SRTS grant. However, due to the numerous, timely and costly unexpected SRTS grant requirements, staff has determined that it is in the City's best interest to purchase and install this equipment with our own resources. ANALYSIS Purchasing has determined Traffic & Parking Control Co., Inc. (TAPCO) holds the U.S. Communities National Cooperative Purchasing Program Contract (# 2013 -100) for traffic control devices which include rectangular rapidly flashing beacons (RRFBs), radar feedback signs and LED blinking school crossing signs. The Traffic Division and Purchasing has confirmed the required traffic control devices for these intersection upgrades can be acquired via this cooperative purchase agreement. TAPCO's cooperative agreement price for the traffic control devices for this project is $36,413. FISCAL IMPACT The total fiscal impact of this project is $36,413. Funding for this purchase is available in the 2013 CIP. Funding would be charged to the following A/N #'s: 323 - 0801 -6542- 06307: $10,000, 323- 0801 -6542- 06305: $10,000, and 323 - 0801 -6542- 06303: $16,413. RECOMMENDATION Section 12 -15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12 -15 of the Municipal Code and because this cooperative purchase is in excess of $25,000, I am hereby submitting a report of this cooperative purchase to the Common Council.
