PURPOSE: APPROVAL OF SPECIAL EVENT / ESTHER FOX VALLEY / UTILIZE
OPERA HOUSE SQUARE FOR FREEDOM SUMMER COMES
HOME EVENT / SEPTEMBER 13, 2014
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to ESTHER Fox Valley (Lee Sosnoski) to utilize Opera
House Square, September 13, 2014 from 11:30 p.m. to 4:00 p.m., for their Freedom
Summer Comes Home event, in accordance with the municipal code and the attached
application, with the following exceptions/conditions:

BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City’s actual costs for extraordinary services.

Special events are frequently sponsored by ESTHER. ESTHER has decided to hold an event on
September 13, 2014 from 4 -2" �:30pm at the A ' er. The event, "Freedom Summer
Comes Home - a 501` Anniversary Observance" will honor the memories of all in 1964 who suffered in
the attempt to register southern Black citizens to vote. It will also inform attendees of the current status
of voter's rights.
Now is the time to increase Voter participation, not restrict and reduce numbers. The Supreme Court
ruling which essentially ended the Voter's Rights Act and Wisconsin's efforts to suppress the vote by
numerous means. We need to remember the sacrifices of the Freedom Riders and not let their work be
in vain, we should recommit society to the right of everyone to vote.
Various speakers will be attending. Food will be served. Live entertainers will perform. It will be
open to the public free of charge. There is hope this event will bring people together and attract a large
number of people. We hope to attract people shopping at the Farmer's Market on that Saturday.
The observance of the 50' Anniversary of Freedom Summer will involve speakers such as the director
of the Wisconsin Black Historical Society, dramatic readings of accounts. of experiences in Mississippi
during 1964, and others.
This event will be held outside at Opera House Square on September 13, 2014. A picnic atmosphere,
with food, would create casual feel and attract more people.
Organization
Committees would take responsibility for various roles; such as food, stage and sound system setup,
advertising, greeting, welcoming and introducing speakers, more as needed. Esther members could
publicize to their congregations, too. Esther would cover cost of food, insurance, advertising. Esther
could distribute literature on on -going action.
ESTHER and its members could reach out to targeted populations that affected by suppression actions.
These groups could be part of planning and running event.
Goals
1. Move to reinstate and expand Voter's Rights Act to all states
2. Expand early voting, not reduce it, especially in Milwaukee and Madison
3. Eliminate voter ID requirement
4. Reinstate allowing "vouching for" a person's identity
5. Insure impartial voting sites, free from influencing voters
