HomeMy WebLinkAbout19. 14-337 JULY 22, 2014 14-337 RESOLUTION (CARRIED__7-0______ LOST________ LAID OVER________ WITHDRAWN_______) PURPOSE: ACCEPT GRANT FROM CITIZEN’S NATURAL RESOUCES ASSOCIATION FOR SUSTAINABILITY PROGRAM IN THE AMOUNT OF $2000 AND AUTHORIZE SPONSORSHIP OF RAIN BARREL WORKSHOP USING GRANT FUNDS INITIATED BY: SUSTAINABILITY ADVISORY BOARD BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City Officials are hereby authorized and directed to accept a grant from Citizen’s Natural Resources Association for a Sustainability Program in the Amount of $2000. BE IT FURTHER RESOLVED that the Sustainability Advisory Board and the proper City officials are hereby authorized to use the grant funds for the purpose of sponsoring a Build Your Own Rain Barrel Workshop to be held on August 16, 2014. 0 OJHKOfH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: July 17, 2014 RE: Accept Grant from Citizen's Natural Resources Association for Sustainability Program in the Amount of $2000 and Authorize Sponsorship of Rain Barrel Workshop Using Grant Funds BACKGROUND The Sustainability Advisory Board (SAB) was created in 2009 and is charged with the responsibility of advising the City Manager and Common Council on sustainability issues affecting municipal operations and the community at large. In their efforts to promote sustainability in the community and implement aspects of the approved Sustainability Plan, Department of Community Development staff applied for a $2,000 grant through the Citizens Natural Resources Association (CNRA), one of Wisconsin's first conservation organizations, to host a Build Your Own Rain Barrel Workshop in Oshkosh. The funding request was approved by CNRA and the SAB is requesting acceptance of the grant award and authorization to host the Rain Barrel Workshop on August 16, 2014. ANALYSIS The Sustainability Advisory Board, upon Common Council acceptance of the CNRA grant award, is proposing to collaborate with the Fox -Wolf Watershed Alliance to facilitate the Rain Barrel Workshop. The workshop will be open to the public and the first 50 participants to register will construct their own rain barrel to be installed at their residence. The workshop will also offer participant educational materials on how they can reduce their water usage and why small changes in behavior are important to the overall wellbeing of the community and environment. The proposed Build Your Own Rain Barrel Workshop will provide an opportunity for the Sustainability Advisory Board to promote sustainability in the community and collaborate with outside organizations to implement water conservation recommendations identified within the City's Sustainability Plan, which was approved by the Common Council on May 22, 2012. FISCAL IMPACT No city funds are anticipated to be expended on this workshop; however, the Planning Services Division will provide staff support and general office assistance. Additionally, Oshkosh residents may be eligible for a credit on their stormwater assessment, upon successful installation of the rain barrel and application approval through the Department of Public Works. RECOMMENDATION Staff recommends approval of the resolution accepting the grant funds and authorizing holding a Build Your Own Rain Barrel Workshop. Approved, City Manager
