HomeMy WebLinkAbout09. 14-327 JULY 22, 2014 14-327 RESOLUTION (CARRIED__7-0____LOST______LAID OVER______WITHDRAWN______) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACCEPT DONATION OF PROPERTY AT 1210/1212 OREGON STREET INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: PENDING WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, Mark Weiland has generously offered to donate to the Redevelopment Authority the property at 1210/1212 Oregon Street, and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1210/1212 Oregon Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1210/1212 Oregon Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. JULY 22, 2014 14 -327 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the City of Oshkosh expresses its utmost gratitude and appreciation to Mark Weiland for his generous- donation. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to accept said property donationlconveyance of land and to execute all documents necessary to consummate said transaction. OYHKOIH ON 7NE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: July 17, 2014 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Accept Donation of 1210/1212 Oregon St BACKGROUNDIANALYSIS The owner of the property is offering to donate this blighted, vacant commercialfresidential property. The owner is not able to properly care for the property anymore and the property has been deteriorating. This property will not likely be used for new construction. The short - term plan for the property is to demolish the blighted structure. Staff expects to assemble additional blighted property and land necessary for commercial redevelopment around this area. If none is obtained, the surrounding landowners would be offered the property. FISCAL IMPACT There will be costs associated with demolition related activities. Funds for these expenditures will be from the scattered site acquisition allocation in the Capital Improvement Program.
